Chair Dayton called the meeting to order at 8:30 a.m.

Chair Dayton announced that S.B. 149 and S.B. 77 would not be heard today.

S.C.R. 7    Concurrent Resolution to Reduce Utah's Dependence on Federal Funds (Sen. A. Osmond)

Sen. Osmond introduced and explained the bill.

Spoke in favor of the bill:    Mr. Stan Rasmussen, Director, Public Affairs, Sutherland Institute

MOTION:    Sen. Van Tassell moved to pass S.C.R. 7 out favorably. The motion passed unanimously.

MOTION:    Sen. Van Tassell moved to place S.C.R. 7 on the Consent Calendar. The passed unanimously.

Approval of Minutes

MOTION:    Sen. Van Tassell moved to approve the minutes of the February 20, 2013 meeting. The motion passed unanimously.

H.B. 40    Scheduling of Special Elections (Rep. K. Powell) (Sen. P. Knudson)

Rep. Powell introduced and explained the bill.

MOTION:    Sen. Van Tassell moved to pass H.B. 40 out favorably.
