Sen. Vickers called the meeting to order at 4:00 p.m.

Approval of Minutes

MOTION:    Sen. Robles moved to approve the minutes of the committee's January 28 and 30, 2013, meetings. The motion passed unanimously.

S.B. 118    Rocky Mountain Center for Occupational and Environmental Health         Amendments (K. Mayne)

Sen. Mayne presented the bill.

Spoke in favor of the bill            Dr. Kurt T. Hegmann, MD, MPH. Division Chief and Center Director of the University of Utah's Family and Preventive Medicine's Division of Occupational and Environmental Health/Rocky Mountain Center for Occupational and Environmental Health
                        Dennis Lloyd, Chair, Rocky Mountain Center for Occupational and Environmental Health Advisory Board
                Representative Roger E. Barrus
                Mr. Todd Bingham, President, Utah Manufacturers Association    

MOTION:    Sen. Robles moved to pass S.B. 118 out favorably. The motion passed with         Sen. Christensen voting in opposition.    

S.B. 49    Child Welfare Modifications (W. Harper)

 MOTION:    Sen. Christensen moved to replace S.B. 49 with 1st Sub. S.B. 49, "Child Welfare Modifications." The motion passed unanimously with Sens. Robles and Shiozawa absent for the vote .

Sen. Harper presented the bill.

Spoke to the bill:                Mr. Brent Platt, Director, Division of Child and Family Services, Department of Human Services

Spoke in favor of the bill:    Ms. Gayle Ruzicka, Utah Eagle Forum
                        Mr. Dan Deuel, Executive Director, American Parental Action League

MOTION:    Sen. Christensen moved to pass S.B. 49 out favorably. The motion passed with Sen. Vickers voting in opposition and Sen. Robles absent for the vote.

MOTION:     Sen. Christensen moved to adjourn the meeting. The motion passed              unanimously.
