Chair Vickers called the meeting to order at 8:00 a.m.

Approval of Minutes

There were no minutes to approve.

H.B. 48 Medical Reserve Corps Amendments (E. Redd)    

Rep. Redd presented the bill to the committee.

Spoke in favor of the bill:    Dr. Marc Babitz, Division Director, Utah Department of Health

MOTION:    Sen. Robles moved to pass H.B. 48 out favorably. The bill passed unanimously         with Sen. Christensen and Sen. Thatcher absent for the vote.

S.B. 114 Safety Belt Amendments (l. Robles)

MOTION:
    Sen. Robles moved to amend S.B. 114 as follows:

1.    Page 1, Line 15 :    

             15      limit of less than 55 miles per hour;

  . provides that a state or local law enforcement officer may not issue a citation to a person 19 years of age or older who has been detained for the first time for a safety belt violation that is enforced as a primary offense but shall issue the person a warning informing the person that wearing a safety belt while operating or a passenger in a motor vehicle is enforced as a primary offense on a highway with a posted speed limit of 55 miles per hour or more; and      


2.    Page 2, Line 56 :    



             56      operated on a highway with a posted speed limit of less than 55 miles per hour.
    
  (c) A state or local law enforcement officer may not issue a citation to a person 19 years of age or older who has been detained for the first time for a violation of Subsection (1)(a)(i) or (2) that is enforced as a primary offense but shall issue the person a warning informing the person that wearing a safety belt in a motor vehicle is enforced as a primary offense on a highway with a posted speed limit of 55 miles per hour or more.      


The motion passed unanimously, with Sens. Christensen and Thatcher absent for the vote.

SUBSTITUTE MOTION:    Sen. Robles moved to pass S.B. 114, as amended, out favorably.                 The substitute motion passed, with Sen. Christensen and Sen. Thatcher voting in opposition.

S.B. 100 Higher Education Scholarship Amendments (J. Stevenson)

Sen. Stevenson presented the bill to the committee.

Spoke to the bill:     Mr. David Buhler, Commissioner of Higher Education
            Ms. Gayle Ruzicka, Utah Eagle Forum
            Ms. Ali Sadler, student, University of Utah

Spoke in opposition
to the bill:        Mr. Ron Mortensen, Citizens for Tax Fairness

MOTION:    
Sen. Christensen moved to pass S.B. 100 out favorably. The motion passed         unanimously.

MOTION:     Sen. Christensen moved to adjourn the meeting. The motion passed unanimously.
