Chair Vickers called the meeting to order at 8:06 a.m.
    
Approval of Minutes

MOTION:    Sen. Christensen moved to approve the minutes of March 1 and March 4, 2013. The motion passed unanimously, with Sen. Robles and Sen. Thatcher absent for the vote.

S.B. 264    Office of Recovery Services Pilot Program (A. Christensen)

MOTION:    Sen. Christensen moved to proceed to the next item on the agenda. The motion passed unanimously, with Sen. Robles and Sen. Thatcher absent for the vote.

Chair Vickers turned the chair over to Sen. Christensen.

S.B. 280    Dispensing Medical Practitioner Amendments (E. Vickers)

Sen. Vickers presented the bill to the committee.

Spoke in favor of the bill:    Mr. Brian Allen, Progressive Medical

MOTION:    Sen. Vickers moved to return S.B. 280 to the Rules Committee, with a recommendation that it be referred to interim study. The motion passed unanimously, with Sen. Robles and Sen. Thatcher absent for the vote.

Sen. Christensen returned the chair to Chair Vickers.

H.B. 147    Utah Marriage Commission (L. Christensen)

Rep. Christensen introduced and explained the bill.

Spoke in favor of the bill:    Mr. Paul Schvaneveldt


MOTION:    Sen. Christensen moved to pass H.B. 147 out favorably. The motion passed unanimously, with Sen. Robles absent for the vote.

H.B. 329    Medicaid Vision Amendments (R. Menlove)

MOTION:    Sen. Christensen moved to amend H.B. 329 as follows:

1.    Page 1, Lines 25 through 27 :    

             25          The department may select
{   a contractor   }        one or more contractors       in accordance with Title 63G, Chapter 6, Utah

             26      Procurement Code, to provide vision services to all Medicaid populations
  without restricting provider participation, and       within existing

             27      appropriations from the Legislature.

The motion passed unanimously, with Sen. Robles absent for the vote.

Rep. Menlove presented the bill to the committee.

Spoke in favor of the bill:    Ms. Joyce Dolcourt, Chair, Legislative Coalition for People With                     Disabilities

MOTION:    Sen. Shiozawa moved to pass H.B. 329, as amended, out favorably. The motion passed unanimously, with Sen. Robles absent for the vote.

H.B. 154    Suicide Prevention Programs (S. Eliason)

Sen. Eliason presented the bill to the committee.

Spoke in favor of the bill:    Ms. Rebecca Glathar, NAMI Utah (National Alliance on Mental Illness)

MOTION:    Sen. Shioazawa moved to pass H.B. 154 out favorably. The motion passed unanimously.

S.B. 227    Patient Information Protection Amendments (S. Urquhart)

MOTION:    
Sen. Robles moved to replace S.B. 227 with 1st Sub. S.B. 227, "Patient Information Protection Amendments." The motion passed unanimously.

Sen. Urquhart presented the bill to the committee.

Chair Vickers declared a conflict of interest.

MOTION:    Sen. Shiozawa moved to return 1st Sub. S.B. 227 to the Rules Committee and recommend that it be referred to interim study. The motion passed unanimously , with Sen. Vickers voting in opposition to the vote.

MOTION:    Sen. Thatcher moved to adjourn the meeting. The motion passed unanimously.

Chair Vickers adjourned the meeting at 8:54 a.m.
