Chair Madsen called the meeting to order at 4:17 p.m.
    
Approval of Minutes

MOTION:    Sen. Jones moved to approve the minutes of Feb 27, 2013. The motion passed         unanimously with Sens. Robles and Urquhart absent for the vote.

S.B. 218     Receiving Centers Funding Amendments (D. Thatcher)

Sen. Thatcher introduced and explained the bill.

MOTION:    Sen. Thatcher moved to amend S.B. 218 as follows:

1.    Page 1, Lines 12 through 16 :    

             12          .    states that funding for receiving centers
  and youth services programs       is intended to include federal grant money,

             13      local government money, and private donations
{   ; and   }        .

             15      each public agency designated to oversee the receiving center and cover

MOTION:    Sen. Thatcher moved to amend S.B. 218 as follows:

S.B. 232    Adoption Code Revisions (Sen. T. Weiler)

Sen. Weiler introduced and explained the bill.

MOTION:    Sen. Weiler moved S.B. 232 be amended as follows:

1.    Page 9, Lines 253 through 254 :    

             253          (b) leaving the adoptee
  with a third party,       without        providing the third party with            {   knowledge of   } the parent's      {   whereabouts   }        identification,       for 30

The motion passed unanimously.

H.B. 229    Criminal Identity Fraud Amendments (C. Oda)


Rep. Oda introduced and explained the bill.

MOTION:    Sen. Jones moved to pass H.B. 229 out favorably. The motion passed unanimously.

MOTION:    Sen. Thatcher moved H.B. 229 be placed on the Consent Calendar. The motion         passed unanimously.

1st Sub. S.B. 107    Public Shooting Ranges (A. Christensen)

Sen. Christensen introduced and explained the bill.

MOTION:    Sen. Robles moved to replace1st Sub. S.B. 107 with 2nd Sub. S.B. 107. The motion passed unanimously.

MOTION:    Sen. Jones moved to amend 2nd Sub. H.B. 107 as follows:

1.    Page 6, Lines 174 through 175 :    

             174          (f) ranges owned and operated by municipal public safety agencies
{   if they are available

             175      for use by the agencies on a continuous 24 hour basis

The motion passed, with Sens. Madsen and Urquhart voting in opposition.

MOTION:    Sen. Thatcher moved to amend 2nd Sub. S.B. 107 as follows:

1.    Page 2, Lines 44 through 46 :    

             44          (1) "Air gun" means a .177 or .20 caliber, or equivalent 4.5mm or 5.0mm,
  pellet       rifle or        pellet       pistol

             45      whose projectile is pneumatically propelled by compressed air or compressed gas such as
             46      carbon dioxide.
