Chair Jenkins called the meeting to order at 2:10 p.m.

Approval of Minutes - There were no minutes to approve.

S.B. 32 Environmental Health Scientist Act Sunset Reauthorization (G. Davis)

Sen. Davis presented and explained this bill.

Spoke in favor of the bill:    Dr. Robert Rolfs, Utah Department of Health
                            Mr. Kyle Stephens, Deputy Commission, Utah Department of Agriculture and Food
                            Mr. Eric Peterson, Environmental Health Scientist, Salt Lake Valley Health

MOTION:    Sen. Okerlund moved to pass the bill out of committee with a favorable recommendation. The motion passed unanimously.

H.B. 36 Storm Water Capture Amendments (J. Nielson)

Rep. Nielson presented and explained this bill.

MOTION:      Sen. Okerlund moved to amend the bill as follows:

1.    Page 5, Lines 139 through 143 :    

             139          (6) Beneficial use of water under Subsection (2)(b) does not constitute a water right
             140      and may not be:
             141          (a) changed under Section 73-3-3 ;
             142          (b) assigned;
[[   or   ]]

             143          (c) consolidated with a water right
[[   .   ]]        ; or


    (d) used as a basis to establish the availability of water for land use development.  
    


MOTION:
    Sen. Christensen moved to pass the bill out of committee as amended with a favorable recommendation. The motion passed with Sen. Hinkins voting in opposition and Sen. Okerlund absent for the vote.

Rep. Briscoe presented and explained the bill.

Spoke in favor of the bill:    Mr. Kent Jones, Utah State Engineer

MOTION:    Sen. Vickers moved to pass the bill out of committee with a favorable recommendation. The motion passed unanimously with Sen. Okerlund absent for the vote.

S.B. 109 Change Application Procedure (R. Okerlund)

The bill was moved to the agenda for the February 7, 2013 meeting.

S.B. 157 Daylight Saving Time Amendments (S. Urquhart)

Sen. Urquhart presented and explained the bill.

MOTION:    Sen. Vickers moved to adjourn. The motion passed unanimously. Chair Jenkins adjourned the meeting at 3:05 p.m.
