Chair Jenkins called the meeting to order at 2:00 p.m.

Approval of Minutes

MOTION:    Sen. Christensen moved to approve the minutes of February 7, 2013. The motion passed unanimously with Sens. Dabakis, Knudson, and Okerlund absent for the vote.

S.C.R. 1    Concurrent Resolution Approving Solid Waste Facility Landfill Permit
            (Sen. D. Hinkins)


Sen. Hinkins presented and explained this bill.

MOTION:    Sen. Christensen moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Sens. Dabakis, Knudson, and Okerlund absent for the vote.

MOTION:    Sen. Hinkins moved to place the bill on the consent calendar. The motion passed unanimously with Sens. Dabakis, Knudson, and Okerlund absent for the vote.

S.B. 109    Change Application Procedure (Sen. R. Okerlund)

Sen. Okerlund presented and explained this bill.

MOTION:    Sen. Christensen moved to pass the bill out favorably. The motion failed with Sens. Christensen, Knudson, and Okerlund voting in favor of the motion and Sens. Jenkins, Dabakis, Hinkins, Vickers voting in opposition.

S.B. 92    Tethering of Animals (Sen. G. Davis)

Sen. Jenkins announced that this bill will not be heard today.


MOTION:    Sen. Christensen moved to adjourn. The motion passed unanimously.

Chair Jenkins adjourned the meeting at 3:02 p.m.
