Chair Henderson called the meeting to order at 8:08 a.m.
Approval of Minutes
MOTION: Sen. Jenkins moved to approve the minutes of Feb. 20 and Feb. 26, 2013. The
motion passed unanimously, with Sens. Dabakis and Davis absent for the vote.
S.B. 247 Amendments to Revenue and Taxation (W. Harper)
Sen. Harper introduced and explained this bill.
MOTION:
Sen. Harper moved to replace S.B. 247 with 1st Sub. S.B. 247 . The
motion passed unanimously, with Sens. Dabakis and Davis absent for the vote.
Spoke in favor of the bill: Mr. Bruce Johnson, Commissioner, State Tax Commission
MOTION:
Sen. Bramble moved to pass 1st Sub. 247, out favorably. The motion passed
unanimously.
S.B 250 Sales and Use Tax Exemption for Sales of a Fuel Cell (R. Okerlund)
Sen. Okerlund introduced and explained the bill.
Spoke in favor of the bill: Mr. Randy Johnson, Bloom Energy
Spoke to the bill: Ms. Samantha Julian, Director, Office of Energy Development
Mr. Bruce Johnson, Commissioner, State Tax Commission
MOTION:
Sen. Adams moved to pass S.B. 250 out favorably. The motion failed, with Sens.
Adams, Davis, and Stephenson voting in favor of the bill.
MOTION: Sen. Bramble moved to place S.B. 250 on the March 5 agenda. The motion passed
unanimously.
H.B. 86 Property Tax Rate Certification Date (M. Nelson)
Rep. Nelson introduced and explained the bill.
MOTION: Sen. Valentine moved to pass H.B. 86 out favorably. The motion passed
unanimously, with Sens. Adams, Bramble, Davis, and Harper absent for the vote.
MOTION: Sen. Valentine moved H.B. 86 be placed on the Consent Calendar. The motion
passed unanimously, with Sens. Adams, Bramble, Davis, and Harper absent for
the vote.
H.B. 300 Retention of Sales and Use Tax Collections by Certain Remote Sellers (S.
Eliason)
Rep. Eliason introduced and explained the bill.
Spoke in favor of the bill: Mr. Mark Griffin, General Counsel, Overstock.com
MOTION: Sen. Stephenson moved to pass H.B. 300 out favorably. The motion passed
unanimously, with Sens. Adams, Bramble, Davis, Jenkins, and Valentine absent
for the vote.
4th Sub. H.B. 66 Political Subdivision Amendments (J. Draxler)
Rep. Draxler introduced and explained the bill
MOTION: Sen. Harper moved to replace 4th Sub. H.B. 66 with 5th Sub. H.B. 66. The motion
passed unanimously, with Sens. Adams, Bramble, Davis, Jenkins, and Valentine
absent for the vote.
MOTION: Sen. Stephenson moved to pass 5th Sub. H.B. 66 out favorably. The motion
passed unanimously, with Sens. Adams, Bramble, Davis, Jenkins, and Valentine
absent for the vote.
MOTION: Sen. Dabakis moved to adjourn the meeting. The motion passed unanimously with
Sens. Adams, Bramble, Davis, Jenkins, and Valentine absent for the vote.
Chair Henderson adjourned the meeting at 9:20 a.m.
