             7      LONG TITLE
             8      General Description:
             9          This bill provides for assistance to educators and parents in teaching reading.
             10      Highlighted Provisions:
             11          This bill:
             12          .    provides for the expansion of a reading clinic based at the University of Utah,
             13      College of Education, to satellite sites in Weber and Iron Counties; and
             14          .    requires the reading clinic to provide:
             15              .    instruction to teachers in the use of technology and blended learning in
             16      providing individualized reading instruction and reading remediation; and
             17              .    access to students for reading remediation and instruction services through
             18      distance learning technology.
             19      Money Appropriated in this Bill:
             20          This bill appropriates in fiscal year 2015 as an ongoing appropriation:
             21          .    to University of Utah - Education and General:
             22              .    from the Education Fund, $975,000.
             23      Other Special Clauses:
             24          This bill takes effect on July 1, 2014.

             29      Be it enacted by the Legislature of the state of Utah:
             30          Section 1. Section 53A-3-402.10 is amended to read:
             31           53A-3-402.10. Reading clinics -- Purpose.
             32          (1) The Legislature recognizes the critical importance of identifying, assessing, and
             33      assisting students with reading difficulties at an early age in order for them to have successful
             34      and productive school and life experiences.
             35          (2) In order to help accomplish this, there is established a reading clinic, hereafter
             36      referred to as the "clinic," based at the University of Utah, College of Education, to assist
             37      educators and parents of students statewide in:
             38          (a) assessing elementary school students who do not demonstrate satisfactory progress
             39      in reading;
             40          (b) providing instructional intervention to enable the students to overcome reading
             41      difficulties; and
             42          (c) becoming better prepared to help all students become successful readers by
             43      providing them with professional development programs in reading that are based on best
             44      practices and the most current, scientific research available through nationally and
             45      internationally recognized reading researchers and instructional specialists.
             46          (3) (a) The clinic shall focus primarily on students in grades [one] 1 through [three] 3
             47      since research shows the need for students to become successful readers by the end of [the
             48      third] grade 3.
             49          (b) The clinic shall make assessment and instructional intervention services available
             50      to public education students of all ages.
             51          (4) The clinic shall provide these services [on-site] at [the University of Utah] a base
             52      site in Salt Lake County, satellite sites in Weber and Iron Counties, and through remote access
             53      interactive technology to reach educators, parents, and students throughout the state.
             54          (5) The clinic shall provide:
             55          (a) instruction to teachers in the use of technology and blended learning in providing
             56      individualized reading instruction and reading remediation; and
             57          (b) access to students for reading remediation and instruction services through distance
             58      learning technology if a student is unable to regularly access a reading clinic location.


             59          Section 2. Appropriation.
             60          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
             61      the fiscal year beginning July 1, 2014, and ending June 30, 2015, the following sums of money
             62      are appropriated from resources not otherwise appropriated, or reduced from amounts
             63      previously appropriated, out of the funds or accounts indicated. These sums of money are in
             64      addition to any amounts previously appropriated for fiscal year 2015.

             67              Schedule of Programs:
             68               University of Utah Education and
             69               General - Reading Clinic            $975,000
             70          The Legislature intends that of the $975,000 appropriated to the University of Utah
             71      Education and General - Reading Clinic Program:
             72          (1) $275,000 shall be used for a satellite site in Weber County; and
             73          (2) $275,000 shall be used for a satellite site in Iron County.
             74          Section 3. Effective date.
             75          This bill takes effect on July 1, 2014.
