Vice Chair Pitcher called the meeting to order at 2:08 p.m.

MOTION:    Rep. Wiley moved to approve the minutes of the February 11, 2014 meeting. The motion passed unanimously with Rep. Anderegg, Rep. Bird, Rep. Duckworth, Rep. Layton, Rep. Roberts, and Rep. Stanard absent for the vote.

H.B. 332    Real Estate Amendments (Rep. G. Froerer)

MOTION:    Rep. Froerer moved to replace H.B. 332 with 1st Substitute H.B. 332. The motion did not pass due to lack of a quorum.

MOTION:    Rep. Froerer remade the motion to replace H.B. 332 with 1st Substitute H.B. 332. The motion passed unanimously with Rep. Anderegg, Rep. Duckworth, Rep. Layton, and Rep. Wiley absent for the vote.

Rep. Froerer distributed a handout titled "Fact Sheet H.B. 332 1st Sub." and explained the bill to the committee assisted by Jonathan Stewart, Director, Division of Real Estate; Rick Southwick, Utah Association of Realtors; and Jared Preisler, Utah Association of Appraisers.

MOTION:    Rep. Peterson moved to pass out favorably 1st Sub. H.B. 332. The motion passed unanimously with Rep. Duckworth absent for the vote.



S.B. 133    Benefit Corporation Amendments (Sen. J. Valentine)

Sen. Valentine explained the bill to the committee.

S.B. 160    Workers' Compensation Amendments (Sen. J. Valentine)

Sen. Valentine explained the bill to the committee assisted by Rep. Brian M. Greene.

MOTION:    Rep. Layton moved to pass out favorably S.B. 160. The motion passed unanimously with Rep. Duckworth absent for the vote.

H.B. 326    State Construction Code Revisions (Rep. R. Spendlove)

MOTION:    Rep. McKell moved to replace H.B. 326 with 1st Substitute H.B. 326. The motion passed unanimously with Rep. Duckworth absent for the vote.

S.B. 129    Insurance Amendments (Sen. C. Bramble)

MOTION:    Rep. Dunnigan moved to replace S.B. 129 with 1st Substitute S.B. 129. The motion passed unanimously with Rep. Anderson, Rep. Duckworth, and Rep. Froerer absent for the vote.

Sen. Bramble explained the bill to the committee assisted by Dennis V. Lloyd, Workers Compensation Fund.

S.B. 156    Construction Trades Licensing Act Amendments (Sen. C. Bramble)

Sen. Bramble explained the bill to the committee.

MOTION:    Rep. Stanard moved to pass out favorably S.B. 156. The motion passed unanimously with Rep. Anderson, Rep. Duckworth, and Rep. Froerer absent for the vote.

H.B. 127    Consumer Lending Amendments (Rep. J. Dunnigan)


MOTION:    Rep. Dunnigan moved to amend H.B. 127 as follows:

1.    Page 9, Lines 258 through 263 :    

             258          (6) (a) The inquiry required by Subsection (1)(g) applies solely to the initial
  period of a       deferred

             259      deposit loan transaction with a person and does not apply to any rollover
  or extended payment plan       of a deferred deposit

             260      loan.
             261          (b) A deferred deposit lender is in compliance with Subsection (1)(g) if the deferred
             262      deposit lender

             347      under the extended payment plan is in compliance with the extended payment plan.
  (6) A deferred deposit lender may not collect additional interest or fees on a deferred deposit loan, except for the fee imposed under Subsection (3)(c)(ii), from a person who has been charged 10 weeks interest and defaults under the extended payment plan described in Subsection (1)(c).
