Vice Chair Pitcher called the meeting to order at 8:11 a.m.

MOTION:    Rep. Anderegg moved to approve the minutes of the February 24, 2014 meeting. The motion passed unanimously with Rep. Anderson, Rep. Layton, and Rep. Wilson absent for the vote.

H.B. 376    Alcohol Revisions (Rep. R. Wilcox)

Rep. Wilcox explained the bill to the committee.

MOTION:    Rep. Froerer moved to pass out favorably H.B. 376. The motion passed unanimously with Rep. Anderson, Rep. Layton, and Rep. Wilson absent for the vote.

MOTION:    Rep. Anderegg moved to place H.B. 376 on the Consent Calendar. The motion passed unanimously with Rep. Anderson, Rep. Layton, and Rep. Wilson absent for the vote.


H.B. 352
    Manufacturing Licensee Provisions (Rep. G. Froerer)

MOTION:    Rep. Froerer moved to replace H.B. 352 with 1st Substitute H.B. 352. The motion passed unanimously with Rep. Anderson, Rep. Layton, and Rep. Wilson absent for the vote.

Rep. Froerer explained the bill to the committee assisted by Nina McDermott, DABC Director of Compliance, Licensing Enforcement.

MOTION:    Rep. Stanard moved to proceed to the next item on the agenda. The motion passed with Rep. Anderson, Rep. Duckworth, Rep. Froerer, Rep. Roberts, Rep. Wheatley, and Rep. Wiley voting in opposition.

H.B. 129    Surplus Lines Insurance Amendments (Rep. C. Oda)

Rep. Oda explained the bill to the committee.

Spoke to the bill:    Brett Barratt , Deputy Commissioner, Utah Insurance Department

MOTION:    Rep. Peterson moved to pass out favorably H.B. 129. The motion passed unanimously with Rep. Layton absent for the vote.

MOTION:    Rep. Peterson moved to place H.B. 129 on the Consent Calendar. At the request of the sponsor the motion was withdrawn.

H.B. 12    Consumer Credit Protection Amendments (Rep. P. Ray)

This bill was not heard.

H.B. 277    Music Therapist Licensure Amendments (Rep. R. Edwards)

Rep. Edwards explained the bill to the committee assisted by Maureen Hearns, Director of Music Therapy, Utah State University.

MOTION:    Rep. Dunnigan moved to amend H.B. 277 as follows:
