Vice Chair Pitcher called the meeting to order at 8:10 a.m.

MOTION:    Rep. Anderegg moved to approve the minutes of the March 3, 2014 meeting. The motion passed unanimously with Rep. Anderson, Rep. Froerer, Rep. Layton, and Rep. Wilson absent for the vote.

S.B. 226    Professional Licensing Amendments (Sen. J. Valentine)

Sen. Valentine explained the bill to the committee.

MOTION:    Rep. McKell moved to amend S.B. 226 as follows:

1.    Page 2, Lines 38 through 41 :    

             38          (ii) for a licensee who has had a license under this title reinstated following disciplinary
             39      action, practicing
{   an   }        the same       occupation or profession using a different name than the name used before

     the disciplinary action, except as permitted by law and after notice to, and approval by, the

MOTION:    Rep. Peterson moved to pass out favorably S.B. 226. The motion passed unanimously with Rep. Anderson, Rep. Duckworth, Rep. Froerer, Rep. Layton, Rep. Roberts, Rep. Stanard, and Rep. Wilson absent for the vote.

MOTION:    Rep. Dunnigan moved to place S.B. 226 on the Consent Calendar. The motion passed unanimously with Rep. Anderson, Rep. Froerer, Rep. Layton, Rep. Stanard, and Rep. Wilson absent for the vote.

H.B. 89    Condominium Owners Amendments (Rep. E. Tanner)

MOTION:    Rep. Roberts moved to replace H.B. 89 with 3rd Substitute H.B. 89. The motion passed unanimously with Rep. Froerer, Rep. Layton, Rep. Stanard, and Rep. Wilson absent for the vote.

Rep. Tanner distributed a handout and explained the substitute bill to the committee.

MOTION:    Rep. McKell moved to pass out favorably 3rd Sub. H.B. 89. The motion passed unanimously with Rep. Wilson absent for the vote.

H.B. 391    Tangible Personal Property Tax Exemption (Rep. J. Nielson)

MOTION:    Rep. Roberts moved to replace H.B. 391 with 1st Substitute H.B. 391. The motion passed unanimously with Rep. Wilson absent for the vote.

Rep. Nielson explained the bill to the committee.

SUBSTITUTE MOTION:    Rep. Anderson moved to pass out favorably 1st Sub. H.B. 391. The motion failed with Rep. Anderson and Rep. Pitcher voting in favor.

The original motion to return to rules passed unanimously with Rep. Wilson absent for the vote.

H.J.R. 2    Joint Resolution on Business Personal Property Tax Exemption (Rep. J. Nielson)

MOTION:    Rep. Dunnigan moved to return H.J.R. 2 to rules. The motion passed unanimously with Rep. Wilson absent for the vote.

1st Sub. S.B. 143    Nail Technician Practice Amendments (Sen. T. Weiler)

Sen. Weiler explained the bill to the committee assisted by Candace Daly, Utah Beauty School Owners Association, who distributed a handout titled "Guideline for Controlling and Minimizing Inhalation Exposure to Nail Products." Brenda Scharman, Cameo College of Essential Beauty, also assisted.

MOTION:    Rep. Bird moved to pass out favorably 1st Sub. S.B. 143.

SUBSTITUTE MOTION:    Rep. Wiley moved to proceed to the next item on the agenda. The motion failed with Rep. Wiley voting in favor and Rep. Wilson absent for the vote.

The original motion to pass out the bill favorably passed with Rep. Wiley voting in opposition and Rep. Wilson absent for the vote.

S.B. 87    Contractor Employee Amendments (Sen. K. Mayne)

Sen. Mayne explained the bill to the committee assisted by David Spatafore, Utah Construction Coalition.
