MOTION: Rep. Anderegg moved to approve the minutes of the March 3, 2014 meeting. The
motion passed unanimously with Rep. Anderson, Rep. Froerer, Rep. Layton, and Rep. Wilson
absent for the vote.
S.B. 226 Professional Licensing Amendments (Sen. J. Valentine)
Sen. Valentine explained the bill to the committee.
MOTION: Rep. McKell moved to amend S.B. 226 as follows:

MOTION: Rep. Dunnigan moved to place S.B. 226 on the Consent Calendar. The motion

Wilson absent for the vote. H.B. 89 Condominium Owners Amendments (Rep. E. Tanner)
MOTION: Rep. Roberts moved to replace H.B. 89 with 3rd Substitute H.B. 89. The motion
passed unanimously with Rep. Froerer, Rep. Layton, Rep. Stanard, and Rep. Wilson absent for
the vote.
Rep. Tanner distributed a handout and explained the substitute bill to the committee.

1st Sub. S.B. 143 Nail Technician Practice Amendments (Sen. T. Weiler)
Sen. Weiler explained the bill to the committee assisted by Candace Daly, Utah Beauty School
Owners Association, who distributed a handout titled "Guideline for Controlling and Minimizing
Inhalation Exposure to Nail Products." Brenda Scharman, Cameo College of Essential Beauty,
also assisted.

MOTION: Rep. Bird moved to pass out favorably 1st Sub. S.B. 143.
SUBSTITUTE MOTION: Rep. Wiley moved to proceed to the next item on the agenda. The
motion failed with Rep. Wiley voting in favor and Rep. Wilson absent for the vote.
The original motion to pass out the bill favorably passed with Rep. Wiley voting in opposition
and Rep. Wilson absent for the vote. S.B. 87 Contractor Employee Amendments (Sen. K. Mayne)
