Vice Chair Snow called the meeting to order at 4:25 p.m.

MOTION:    Rep. Moss moved to approve the minutes of the February 21, 2014 meeting. The motion passed with Rep. Gibson, Rep. McCay, Rep. Poulson, and Rep. Stratton absent for the vote.

H.B. 223    School Board Elections Provisions (Rep. J. Nielson)

Rep. Nielson explained the bill.

MOTION:    Rep. Arent moved to pass the bill out favorably. The motion passed with Rep. Gibson, Rep. Last, and Rep. Peterson voting against the motion. Rep. Poulson was absent for the vote.

Chair Gibson assumed the chair.
            
S.B. 40    Financial and Economic Literacy Amendments (Sen. P. Jones) (Rep. )

Sen. Jones explained the substitute bill, assisted by Susan Spears, Utah Association of CPAs.

MOTION:    Rep. Moss moved to pass the bill out favorably. The motion passed with Rep. Nielson voting against the motion. Rep. Poulson was absent for the vote.

H.B. 236    State School Board Nomination Revisions (Rep. K. Powell)

Rep. Powell explained the bill.

MOTION:    Rep. Powell moved to amend the bill as follows:

1.    Page 4, Lines 113 through 114 :    

             113          (c) submit a list of at least three candidates for each state board position to the
             114      governor by July 1
  , including the person currently serving in that position if that person is seeking reelection       ; and


The motion passed with Rep. Eliason, Rep. Gibson, Rep. Lifferth, Rep. Moss, Rep. Nielson, Rep. Poulson, Rep. Powell, and Rep. Stratton voting for the motion and Rep. Arent, Rep. Last, Rep. McCay, Rep. Peterson, and Rep. Snow voting against the motion.

MOTION:    Rep. Arent moved to pass the bill out favorably. The motion passed unanimously.





1st Sub. H.B. 228    Utah State Board of Education Elections and Reporting Amendments (Rep. B. Greene)

Rep. Green explained the substitute bill.

Stratton voting for the motion and Rep. Arent, Rep. Last, Rep. Moss, Rep. Nielson, Rep. Poulson, Rep. Powell, and Rep. Snow voting against the motion.

H.B. 307    Public Education Funding Task Force (Rep. J. Bird)

At the request of the sponsor, this bill was not considered.

MOTION:    Rep. Last moved to adjourn. Chair Gibson adjourned the meeting at 6:34 p.m.
