Chair Gibson called the meeting to order at 4:25 p.m.

MOTION:    Rep. McCay moved to approve the minutes of the February 28, 2014 meeting. The motion passed unanimously with Rep. Hughes, Rep. Powell, Rep. Sanpei, and Rep. Stratton absent for the vote.

H.B. 228    Utah State Board of Education Elections and Reporting Amendments (Rep. B. Greene)

Rep. Greene explained the bill.

S.B. 150    Education Task Force Reauthorization (Sen. S. Reid) (Rep. F. Gibson)

Sen. Reid explained the bill and distributed a handout, "Education Task Force Report, 2013."

MOTION:    Rep. Cunningham moved to pass the bill out favorably. The motion passed unanimously with Rep. Arent, Rep. Peterson, and Rep. Poulson absent for the vote.

MOTION:    Rep. Snow moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. Arent, Rep. Hughes, and Rep. Peterson absent for the vote.

H.B. 397    Student and Family Privacy Amendments (Rep. D. Layton)

Rep. Layton explained the bill.

MOTION:    Rep. Lifferth moved to amend the bill as follows:

    (9) The prohibition of Subsection (1)(b)(ii) on administering a survey question or assessment question to a student, without the prior written consent of the student's parent or legal guardian, related to the possession or ownership of a

firearm by a member of the student's family, does not apply to an inquiry made by a school employee or agent or a school resource officer regarding a student's access to a firearm, if the school employee or agent or the school resource officer believes the student is at risk of attempting suicide or harming others.
    Section 2. Coordinating H.B. 397 with H.B. 23 -- Technical amendments.
If this H.B. 397 and H.B. 23, Suicide Prevention Revisions, both pass and become law, it is the intent of the Legislature that the Office of Legislative Research and General Counsel in preparing the Utah Code database for publication, modify Subsection 53A-13-302(8) to read:
"(8) A local school board or charter school governing board shall provide inservice training for teachers and administrators on the implementation of this section."

MOTION:    Rep. Powell moved to amend the bill as follows:

S.B. 58    Carbon Monoxide Detection Amendments (Sen. J. Dabakis) (Rep. L. Wiley)

Sen. Dabakis explained the bill assisted by Rep. Wiley. A handout, "S.B. 58 Carbon Monoxide Amendments," was distributed.
