Chair Edwards called the meeting to order at 4:15 p.m.

MOTION:    Rep. Oda moved to approve the minutes of the March 6, 2014 meeting. The motion passed unanimously with Rep. Menlove and Rep. Nelson absent for the vote.

S.B. 205    Controlled Substance Penalty Amendment (Sen. L. Hillyard) (Rep. V. L. Snow)

Sen. Hillyard explained the bill.

Spoke for the bill:    Clark Harms, Board of Pardons

MOTION:    Rep. Oda moved to pass the bill out favorably. The motion passed unanimously with Rep. Menlove and Rep. Nelson absent for the vote.

H.B. 176    Food Handler Permit Amendments (Rep. S. Eliason)

Rep. Eliason explained the bill assisted by Celeste Eggert, The Road Home.

MOTION:    Rep. Bird moved to pass the bill out favorably. The motion passed unanimously with Rep. Menlove absent for the vote.

S.B. 228    Geographic Diversity Amendments (Sen. S. Reid) (Rep. B. Dee)

Jodi Hoffman, Utah League of Cities and Towns, and Mike Ostermiller, real estate representative, explained the bill on behalf of Sen. Reid.

MOTION:    Rep. Oda moved to pass the bill out favorably. The motion failed with Rep. Bird, Rep. Edwards, Rep. Menlove, and Rep. Nelson voting against the motion. Rep. Cunningham, Rep. Hemingway, Rep. Oda, and Rep. Romero voted for the motion. Rep. Greenwood was absent for the vote.

S.B. 16    Veterans Tuition Gap Coverage (Sen. L. Robles) (Rep. C. Oda)

Sen. Robles explained the bill.

S.B. 63    Compact for Interstate Sharing of Putative Father Registry Information (Sen. L. Robles) (Rep. R. Wilcox)

Sen. Robles explained the bill assisted by Janice Houston, Director, Office of Vital Records and Statistics.

MOTION:    Rep. Hemingway moved to pass the bill out favorably. The motion failed with Rep. Cunningham, Rep. Greenwood, Rep. Menlove, Rep. Nelson, and Rep. Oda voting against the motion. Rep. Edwards was absent for the vote.

Rep. Oda requested that the Vice Chair have the committee hear S.B. 228 again since the sponsor was available.

Sen. Reid explained the bill.

Rep. Stratton explained the bill on behalf of Sen. Okerlund.
