Chair Draxler called the meeting to order at 4:10 p.m.

MOTION:    Rep. Perry moved to approve the minutes of the February 5, 2014 meeting. The motion passed unanimously with Rep. Fisher, Rep. Mathis, Rep. Noel, and Rep. Ivory absent for the vote.

H.B. 299    Elector Amendments (Rep. B. King)

The bill was explained by Rep. King.

MOTION:    Rep. Chavez-Houck moved to pass the bill out favorably.

SUBSTITUTE MOTION:    Rep. Ivory moved to hold the bill. The substitute motion passed unanimously with Rep. Mathis and Rep. Noel absent for the vote.

H.J.R. 11    Joint Rules Resolution on Executive Appropriations Committee Budget Responsibilities (Rep. B. Wilson)

H.B. 311    Budgeting Amendments (Rep. B. Wilson)

At the request of the sponsor HJR11 and HB311 were discussed together.

The bill and resolution were explained by Rep. Wilson, assisted by Jonathan Ball, Legislative Fiscal Analyst.

MOTION:    Rep. Grover moved to pass HB311 out favorably. The motion passed unanimously with Rep. Powell absent for the vote.

H.B. 300    Municipal Election Questions (Rep. K. Powell)

Rep. Powell explained the bill.

            Charlie Luke, Chair, Salt Lake City Council

MOTION:    Rep. Powell moved to hold the bill. The motion passed unanimously.

MOTION:    Rep. Grover moved to adjourn the meeting. The motion passed unanimously.

Chair Draxler adjourned the meeting at 5:17 p.m.
