Vice Chair Ivory called the meeting to order at 2:05 p.m.
H.B. 333 Payroll Services Amendments (Rep. R. Spendlove)
Rep. Spendlove explained the bill with the assistance of Scott Jones, Finance Director, Utah
Schools for the Deaf and Blind.
Spoke for the bill: Wendy Peterson, Deputy Director, State of Utah, Department of Human
Resource Management
Spoke to the bill: Bruce Williams, Superintendent, Utah State Office of Education
MOTION: Rep. Perry moved to pass the bill out favorably. The motion passed unanimously
with Rep. Grover and Rep. Noel absent for the vote.
1st Sub. H.B. 38 Resource Stewardship Amendments (Rep. P. Arent)
Rep. Arent explained the bill. The handout, "2nd Sub. HB 38 - Resource Stewardship
Amendments", was passed out to the committee.
MOTION: Rep. Powell moved to replace 1st Substitute HB38 with 2nd Substitute HB38. The
motion passed unanimously with Rep. Grover, Rep. Mathis, and Rep. Noel absent
for the vote.

MOTION: Rep. Chavez-Houck moved to pass 2nd Substitute HB38 out favorably. The

H.B. 66 Municipal Enterprise Fund Amendments (Rep. B. Wilson)
This bill was not considered.
H.B. 252 Absentee Ballot Amendments (Rep. J. Bird)
Rep. Bird explained the bill.
MOTION: Rep. Grover moved to replace HB252 with 1st Substitute HB252. The motion
passed unanimously with Rep. Draxler absent for the vote.

MOTION: Rep. Chavez-Houck moved to amend the bill.
SUBSTITUTE MOTION: Rep. Noel moved to pass the bill out favorably. The substitute
motion failed with Rep. Mathis, Rep. Noel and Rep. Ivory voting in
favor of the bill. Rep. Draxler was absent for the vote.
The committee then returned to the original motion to amend. The motion passed unanimously
with Rep. Draxler absent for the vote.
MOTION: Rep. Powell moved to hold the bill. The motion passed with Rep. Mathis and Rep.
Noel voting in opposition. Rep. Draxler was absent for the vote.
H.B. 262 Local Governing Body Voting Amendments (Rep. K. Powell)
Rep. Powell explained the bill.
MOTION: Rep. Powell moved to replace HB262 with 2nd Substitute HB262. The motion
passed unanimously with Rep. Draxler, Rep. Mathis and Rep. Noel absent for the
vote.
MOTION: Rep. Perry moved to pass 2nd Substitute HB 262 out favorably. The motion
passed unanimously with Rep. Draxler absent for the vote.
H.B. 302 Voting Records Amendments (Rep. L. Perry)
Rep. Perry explained the bill with the assistance of Rep. Edwards . The handout, "Registered
Voters in the State of Utah, U.S.A.", was distributed to the committee.
MOTION: Rep. Perry moved to replace HB302 with 1st Substitute HB302. The motion
passed unanimously with Rep. Draxler and Rep. Powell absent for the vote.

MOTION: Rep. Noel moved to adjourn the meeting.
Vice Chair Ivory adjourned the meeting at 3:58 p.m.
