Vice Chair Ivory called the meeting to order at 2:19 p.m.

MOTION:    Rep. Perry moved to approve the minutes of the February 12, 2014 and February 14, 2014 meetings. The motion passed unanimously.

H.B. 300    Municipal Election Questions (Rep. K. Powell)

Rep. Powell explained the bill with the assistance of Lynn Pace, Salt Lake City Mayors Office and member of the Holladay city council.

MOTION:    Rep. Powell moved to amend the bill as follows:

1.    Page 3, Lines 76 through 78 :    

             76          (3) The municipal legislative body shall designate the next regular or municipal general
             77      election, whichever occurs first, that is at least
{   60   }        65       days after the day on which the legislative

             78      body adopts the resolution under Subsection (1).

2.    Page 4, Lines 100 through 101 :    

             100          (1) If a municipal legislative body adopts a resolution described in Section 10-20-202 ,
             101      the city attorney of the municipality shall no later than
{   60   }        65       days before the

day of the election:



3.    Page 4, Lines 106 through 108 :    

             106          (3) No more than
{   60   }        65       days nor less than 14 days before the date of the regular or

             107      municipal general election, the election official shall cause the full text of the opinion question
             108      to be published in at least one newspaper of general circulation within the municipality.

The motion passed unanimously.

MOTION:    Rep. Powell moved to further amend the bill as follows:

1.    Page 4, Lines 103 through 109 :    

             103          (b) deliver the ballot title to the election officer.
    
  (2) The municipal legislative body shall make available a local voter information pamphlet in accordance with Section 20A-7-402

{  (2)   }       (3)       On or before August 31, the lieutenant governor shall certify the number and ballot

             105      title of the opinion question to the election official in accordance with Section 20A-6-107 .

{  (3)   }       (4)       No more than 60 days nor less than 14 days before the date of the regular or

Rep. Perry moved to pass the bill out favorably. The motion passed with Rep. Mathis, Rep. Noel, and Rep. Ivory voting in opposition. Rep. Powell was absent for the vote.




H.J.R. 8    Joint Resolution Proposing a Balanced Budget Amendment to the United States Constitution (Rep. K. Powell)

This bill was not considered.

H.B. 335    Supplemental Savings Plan Amendments (Rep. R. Cunningham)


Rep. Cunningham explained the bill.

MOTION:    Rep. Perry moved to amend the bill as follows:

1.    Page 1, Lines 20 through 21 :

2.    Page 3, Lines 76 through 77 :    

             76      executive director shall make rules establishing procedures to implement the provisions of this

    This bill takes effect on June 21, 2014.

MOTION:    Rep. Perry moved to pass the bill out favorably. The motion passed unanimously with Rep. Powell absent for the vote.
