Chair Draxler called the meeting to order at 4:21 p.m.

MOTION:    Rep. Chavez-Houck moved to approve the minutes of the February 24, 2014 meeting. The motion passed unanimously with Rep. Fisher, Rep. Grover, and Rep. Powell absent for the vote.

Rep. Draxler relinquished the chair to Rep. Ivory.

H.J.R. 4    Joint Resolution on Recall Elections (Rep. G. Froerer)

H.B. 63    Recall Elections Amendments (Rep. G. Froerer)

At the request of the sponsor HJR4 and HB63 were discussed together.

The bill and resolution were explained by Rep. Froerer.

MOTION:    Rep. Perry moved to pass HJR4 out favorably. The motion passed with Rep. Draxler and Rep. Noel voting in opposition. Rep. Grover was absent for the vote.



MOTION:    Rep. Fisher moved to hold HB63.

SUBSTITUTE MOTION:    Rep. Powell moved to pass the bill out favorably. The motion failed with Rep. Perry and Rep. Powell voting in favor of the motion. Rep. Grover was absent for the vote.

The committee then returned to the original motion to hold HB63. The motion passed unanimously with Rep. Grover absent for the vote.
            

1st Sub. S.J.R. 8    Joint Resolution on Term of Appointed Lieutenant Governor (Sen. S. Urquhart) (Rep. V. L. Snow)

This bill was not considered.

H.B. 144    Elections Complaints Amendments (Rep. R. Chavez-Houck)

Rep. Chavez-Houck explained the bill. The handout, "Governor's Commission on Strengthening Democracy", was distributed to the committee.

Spoke to the bill:    Mark Thomas, Lieutenant Governor's Office

MOTION:    Rep. Fisher moved to pass the bill out favorably. The motion failed with Rep. Chavez-Houck, Rep.Fisher, Rep. Perry, and Rep. Powell voting in favor. Rep. Grover was absent for the vote.

MOTION:    Rep. Powell moved to return the bill to the rules committee with the intent that the bill be sent for interim study. The motion passed with Rep. Mathis and Rep. Draxler voting in opposition. Rep. Grover was absent for the vote.

MOTION:    Rep. Powell moved to adjourn the meeting. The motion passed unanimously with Rep. Grover absent for the vote.

Vice Chair Ivory adjourned the meeting at 5:43 p.m.
