Rep. Webb explained the bill.

MOTION:    Rep. Powell moved to pass the bill out favorably. The motion passed unanimously with Rep. Fisher, Rep. Grover, Rep. Mathis, and Rep. Ivory absent for the vote.

MOTION:    Rep. Draxler moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. Fisher, Rep. Ivory, and Rep. Grover absent for the vote.
