Chair Ray called the meeting to order at 4:20 p.m.

MOTION:    Rep. Barlow moved to approve the minutes of the February 21, 2014, meeting. The motion passed unanimously with Rep. Christensen, Rep. Greene, Rep. Menlove, and Rep. Redd absent for the vote.

H.B. 324    Ortho-bionomy Exemption Amendments (Rep. B. Wilson)

Rep. Wilson explained the bill to the committee.

MOTION:    Rep. Chavez-Houck moved to replace H.B. 324 with 1st Substitute H.B. 324. The motion passed unanimously with Rep. Christensen, Rep. Greene and Rep. Redd absent for the vote.

H.B. 367    Physical Therapy Scope of Practice Amendments (Rep. G. Hughes)

Sen. Henderson explained the bill to the committee.

MOTION:    Rep. Barlow moved to pass the bill out favorably. The motion passed unanimously with Rep. Greene absent for the vote.

MOTION:    Rep. Barlow moved to place S.B. 125 on the Consent Calendar. The motion passed unanimously with Rep. Greene absent for the vote.

H.B. 357    Budgetary Amendments (Rep. R. Menlove)

Rep. Menlove explained the bill to the committee.

Rep. Redd explained the bill to the committee, and provided a handout referring to H.B. 143.

H.B. 363    Mental Health Professional Practice Act Amendments (Rep. M. Kennedy)

MOTION:    Rep. Cosgrove moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Menlove moved to place H.B. 363 on the Consent Calendar. The motion passed unanimously.

H.B. 361    Certificate of Stillbirth Amendments (Rep. J. Nielson)

Rep. Nielson explained the bill to the committee.

MOTION:    Rep. Cosgrove moved to amend the bill as follows:


1.    Page 4, Lines 99 through 106 :    

             99          (b) the parent files with the state registrar:
             100          (i) an accurate copy of the parent's medical records related to the early term stillborn
             101      child
{   ,   }        ;

    (ii)  
     {   or   } a signed statement from a physician confirming the birth of the early term stillborn

             102      child; and
             103          
{   (ii)   }        (iii)       any other record the state registrar determines is necessary for accurate


             104
     recordkeeping.
             105          (3) The certificate of birth resulting in early term stillbirth shall meet all of the format
             106      and filing requirements of Section 26-2-4 relating to a live birth.

The motion passed unanimously.
