Chair Ray called the meeting to order at 4:25 p.m.

MOTION:    Rep. Kennedy moved to approve the minutes of the March 5, 2014, meeting. The motion passed unanimously with Rep. Barlow, Rep. Cosgrove, and Rep. Menlove absent for the vote.

2nd Sub. S.B. 109    Radon Awareness Campaign (Sen. A. Osmond)

Sen. Osmond explained the bill to the committee.

H.B. 178    Halfway House Amendments (Rep. E. Hutchings)

Rep. Hutchings explained the bill to the committee.

MOTION:    Rep. Redd moved to pass the bill out favorably. The motion passed unanimously.

MOTION :    Rep. Barlow moved to place H.B. 178 on the Consent Calendar. The motion passed unanimously.

H.B. 429    Spinal Cord and Brain Injury Rehabilitation Fund Amendments (Rep. E. Hutchings)

Rep. Hutchings explained the bill to the committee.

MOTION:    Rep. Barlow moved to replace H.B. 429 with 1st Substitute H.B. 429, "Spinal Cord and Brain Injury Rehabilitation Fund Amendments." The motion passed unanimously with Rep. Cosgrove absent for the vote.

1st Sub. S.B. 210    Prescription Synchronization (Sen. C. Bramble)

Sen. Bramble explained the bill to the committee.

MOTION:    Rep. Cosgrove moved to pass the bill out favorably. The motion passed unanimously with Rep. Redd and Rep. Ray absent for the vote.


MOTION:    Rep. Barlow moved to place 1st Substitute S.B. 210 on the Consent Calendar. The motion passed unanimously with Rep. Ray absent for the vote.

H.B. 428    Veteran Benefit Assistance Disclosure (Rep. T. Cosgrove)

MOTION:    Rep. Cosgrove moved to amend the bill as follows:

1.    Page 2, Lines 44 through 47 :    

             44          (2) Beginning July 1, 2014,
{   every three years the   } department shall:

             45          (a) notify the
{   Department of   } Insurance        Department       regarding the federal law governing assistance

             46      for veterans applying for benefits, and the
{   Department of   } Insurance        Department       shall notify all      {   licensed   }

             47     
{   insurance brokers, agents, or businesses   }        individual producers and consultants licensed by the Insurance Department at the time of initial licensing and upon license renewal       of those same federal laws governing assistance for


SUBSTITUTE MOTION:    Rep. Kennedy moved to amend the bill as follows:

1.    Page 2, Lines 44 through 47 :    

             44          (2) Beginning July 1, 2014,
