Chair Oda called the meeting to order at 4:10 p.m.

H.B. 76    Insurance Related Revisions (Rep. J. Bird)

MOTION:    Rep. Greenwood moved to send the bill back to the Rules Committee with a recommendation that it be reassigned to the Business and Labor Standing Committee. The motion passed unanimously with Rep. Ray absent for the vote.

H.B. 48    Reports on Alternative Sentencing (Rep. S. Duckworth)

Rep. Duckworth explained the bill to the committee.

MOTION:    Rep. Layton moved to pass the bill out favorably. The motion passed unanimously with Rep. Greenwood absent for the vote.

Chair Oda asked Rep. Ray to conduct the meeting.

H.B. 75    Restoration of Civil Rights for Nonviolent Felons (Rep. C. Oda)

MOTION:    Rep. Grover moved to replace H.B. 75 with 1st Sub. H.B. 75. The motion passed unanimously with Rep. Greenwood absent for the vote.

Rep. Oda explained the bill to the committee.



MOTION:
     Rep. Layton moved to pass the bill out favorably. The motion passed unanimously.

Rep. Oda resumed the Chair.

H.B. 50    Involuntary Feeding and Hydration of Inmates Amendments (Rep. R. Greenwood)

Rep. Greenwood explained the bill to the committee with the assistance of Susan Burke, Director, Juvenile Justice Services.

MOTION:    Rep. Ray moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Ray moved to saunter for 15 minutes. The motion passed unanimously.

MOTION:    Rep. Ray moved to cease to saunter. The motion passed unanimously with Rep. Greenwood absent for the vote.

H.B. 290    Criminal Code - General Provisions (Rep. C. Moss)

Rep. Ray explained the bill to the committee with the assistance of Ron Gordon, Executive Director, Commission on Criminal and Juvenile Justice.

MOTION:    Rep. Grover moved to pass the bill out favorably. The motion passed unanimously.

H.B. 254    Human Trafficking Victim Amendments (Rep. J. Seelig)

At the request of the sponsor this bill was not considered.

H.B. 257    Aggravated Sexual Abuse of a Child Amendments (Rep. B. Wilson)
