Chair Noel called the meeting to order at 4:05 p.m. and asked the committee members to introduce themselves.

H.B. 261    Domestic Horse Disposal (Rep. J. Anderegg)

Rep. Anderegg explained the bill to the committee with the assistance of Scott Anderson, director, Division of Solid and Hazardous Waste.

MOTION:    Rep. Briscoe moved to amend the bill as follows:
         
1.    Page 2, Lines 48 through 49

             48      domestic horses;
 

    (b) an estimate of:
    (i) the total number of live domestic horses in the state;
    (ii) the current number of live domestic horses that owners need to dispose of in the state; and


    (iii) the projected number of domestic horses that will annually need to be disposed of in the state;

MOTION:    Rep. Mathis moved to amend the bill as follows:

1.    Page 2, Lines 34 through 35

             34          (2) The owner of a dead bovine, horse, mule, goat, sheep, or swine may bury
{   up to two   }

             35      dead animals
{   per acre per year   } on the owner's property.


The motion passed unanimously with Rep. Duckworth, Rep. Edwards, Rep. Wilcox, and Rep. Wiley absent for the vote.

MOTION:    
Rep. McKell moved to amend the bill as follows:

1.    Page 2, Lines 41 through 42

             41          
{   (5) Burial or disposal of a dead domestic animal under this section is subject to rules

             42      that the Solid and Hazardous Waste Control Board may make under Section
19-6-105 .   }

The motion passed unanimously with Rep. Edwards and Rep. Wiley absent for the vote.



MOTION:    Rep. Brown moved to amend the bill as follows:

1.    Page 2, Lines 32 through 33

             32      dispose of the animal within
{   two business days after the day on which the owner or other

             33      person responsible for the animal becomes aware that the animal is dead  
}
  a reasonable period of time       .


After discussion by the committee the motion to amend was withdrawn.

Rep. Handy moved to hold the bill. The motion passed unanimously with Rep. Edwards and Rep. Wiley absent for the vote.

H.B. 298    Water Conveyance Facility Amendments (Rep. C. Moss)

Rep. Moss explained the bill to the committee with the assistance of Fred Finlinson, Utah Water Coalition, and Susan Despain, North Despain Ditch Company.

Rep. Wiley declared a conflict of interest.

Spoke to the bill:    Todd Adams, Division of Water Resources

MOTION:
    Rep. Draxler moved to amend the bill as follows:

1.    Page 2, Line 58

             58          (D) a ditch system that carries less than
{   15   }        10       cubic feet per second of water.


The motion passed unanimously with Rep. Edwards absent for the vote.

MOTION:    Rep. Duckworth moved to pass the bill out favorably.

SUBSTITUTE MOTION:    Rep. Barrus moved to hold the bill. The motion passed with Rep. Duckworth and Rep. Wiley voting in opposition. Rep. Brown, Rep. Mathis, Rep. McKell, and Rep. Wilcox were absent for the vote.



Central Utah, Jordan Valley, Weber Basin, and Washington County Water Conservancy Districts Report

A PowerPoint presentation on the state's projected water needs, conservation efforts, and overview of current water supplies was given by the following:

Gene Shawcroft, deputy general manager, Central Utah Water Conservancy District
Richard Bay, general manager, Jordan Valley Water Conservancy District
Tage Flint, general manager, Weber Basin Water Conservancy District
Ron Thompson, general manager, Washington County Water Conservancy District

A handout, "Roadmap of Utah's Future Water Development and Infrastructure", was provided to committee members followed be a question and answer session.

H.B. 68    Protection of State Park Resources (Rep. D. Pitcher)

This bill was not heard.

MOTION:    Rep. Barrus moved to adjourn the meeting. The motion to adjourn passed unanimously with Rep. Briscoe, Rep. Brown, Rep. Mathis, Rep. McKell, and Rep. Wiley absent for the vote.

Chair Noel adjourned the meeting at 6:13 p.m.
