Chair Noel called the meeting to order at 8:35 a.m.

S.C.R. 9    Concurrent Resolution Concerning Proposed Greenhouse Gas Emission Standards (Sen. D. Hinkins)

Sen. Hinkins explained the resolution to the committee.

Spoke for the resolution:    Delane England, Utah Eagle Forum
                Redge Johnson, citizen

MOTION:    Rep. Mathis moved to pass S.C.R. 9 out favorably. The motion passed unanimously with Rep. Briscoe, Rep. Nelson, and Rep. Wilcox absent for the vote.

2nd Sub. S.B. 120    Shelter Animal Vaccine Amendments (Sen. S. Jenkins)

Rep. Jenkins explained the bill to the committee.

MOTION:    Rep. Draxler moved to replace 2nd Sub. S.B. 120 with 3rd Sub. S. B. 120. The motion passed unanimously with Rep. Briscoe, Rep. Nelson, and Rep. Wilcox absent for the vote.

MOTION:    Rep. Mathis moved to pass 3rd Sub. S.B. 120 out favorably. The motion passed unanimously with Rep. Briscoe and Rep. Wilcox absent for the vote.

Vice Chair Sagers assumed the chair.

H.B. 183    Federal Land Exchange and Sale Amendments (Rep. M. Noel)

Rep. Noel explained the bill to the committee with the assistance of Kevin Carter, director, School and Institutional Trust Lands Administration.

MOTION:    Rep. Noel moved to replace H.B. 183 with 1st Sub. H.B. 183. The motion passed unanimously with Rep. Briscoe and Rep. Wilcox absent for the vote.

Spoke for the bill:    Redge Johnson, citizen

MOTION:    Rep. McKell moved to pass 1st Sub. H.B. 183 out favorably. The motion passed unanimously.

Chair Noel resumed the chair.

MOTION:    Rep. Briscoe moved to approve the minutes of the March 4, 2014 and March 5, 2014 meetings. The motion passed unanimously.

MOTION:    Rep. Mathis moved to adjourn the meeting. The motion passed unanimously.
