Vice Chair Peterson called the meeting to order at 2:13 p.m.

MOTION:    Rep. Anderson moved to approve the minutes of the February 5, 2014 and February 6, 2014 meetings. The motion passed unanimously with Rep. Dunnigan and Rep. Poulson absent for the vote

H.B. 97    Limitation on Local Government Regulation of Animals (Rep. B. King)

Rep. King explained the bill to the committee.

Spoke for the bill:    Arlyn Bradshaw, Salt Lake County Council
            Laura Handzel, Attorney, Best Friends Animal Society
            Hank Greenwood, President, American Dog Breeders Association

MOTION:    Rep. Roberts moved to pass H.B. 97 out favorably. The motion passed with Rep.         Cox, Rep. Hall, Rep. Westwood, Rep. Peterson, and Rep. Webb voting in              opposition.

H.B. 91    Open and Public Meetings Act Revisions (Rep. M. Poulson)

Rep. Poulson explained the bill to the committee.

MOTION:    Rep. Poulson moved to adopt 1st Substitute H.B. 91. The motion passed              unanimously with Rep. Seelig absent for the vote.

MOTION:    Rep. Dunnigan moved to amend the bill as follows:

1.    Page 2, Line 54 through Page 3, Line 57 :    

             54          (d) In addition to any other notice required under this section, a public body whose
             55      membership includes a legislator,
  who is officially       appointed to the public body by the President of the Senate

             56      or Speaker of the House of Representatives, shall cause the notice required in Subsection (1) to
             57      be posted on the Legislature's website.

The motion passed unanimously with Rep. Seelig absent for the vote.

MOTION:
    Rep. Seelig moved to pass 1st Substitute H.B. 91 out favorably as amended. The         motion passed with Rep. Anderson, Rep. Roberts, and Rep. Westwood voting in         opposition.

H.B. 217    Service Animals (Rep. R. Wilcox)

Rep. Wilcox explained the bill to the committee.

Spoke for the bill:    Wendell Nope, Utah Department of Public Safety

MOTION:    Rep. Westwood moved to pass H.B. 217 out favorably. The motion passed with Rep. Cox, Rep. Hall, Rep. Peterson, and Rep. Webb voting in opposition.

H.B. 220    Land Use Amendments (Rep. G. Froerer)

Rep. Froerer explained the bill to the committee.

MOTION:    
Rep. Webb moved to adopt 1st Substitute H.B. 220. The motion passed unanimously.

            Ernest Rowley, Weber County, Recorder and Surveyor

MOTION:    Rep. Dunnigan moved to pass 1st Substitute H.B 220 out favorably. The motion         passed unanimously.

S.B. 18    Local Government General Fund Amendments (Sen. D. Thatcher) (Rep. R. C. Webb)


Rep. Webb explained the bill to the committee.

MOTION:    Rep. Webb moved to amend the bill as follows:

1.    Page 4, Lines 94 through 95 :    

             94          (2) The accumulation of a fund balance in the [General Fund] town general fund may
             95      not exceed 75% of the total
{   estimated   } revenue of the [General Fund] town general fund        for the current fiscal period       .


2.    Page 9, Lines 253 through 254 :    

             253          (2) The accumulation of a fund balance in the city general fund may not exceed 25% of
             254      the total
{   estimated   } revenue of the city general fund        for the current fiscal period       .


The motion passed unanimously.

    Rep. Dunnigan moved to adjourn. The motion passed unanimously.
