Chair Webb called the meeting to order at 8:03 a.m.

MOTION:    Rep. Westwood moved to approve the minutes of the February 18, 2014 meeting. The motion passed unanimously with Rep. Dunnigan, Rep. Hall, Rep. Poulson, and Rep Seelig absent for the vote.

H.B. 340    Local District Boundary Adjustments (Rep. J. Peterson)

Rep. Peterson explained the bill to the committee.

Spoke for the bill:    Mark Stratford, Ogden City
            LeGrand Bitter, Utah Association of Service Districts

MOTION:    Rep. Anderson moved to pass H.B. 340 out favorably. The motion passed unanimously with Rep. Dunnigan and Rep. Seelig absent for the vote.

1st Sub. H.B. 258    Municipal Business Licensing Amendments (Rep. J. Anderegg)


Rep. Andregg explained the bill to the committee.


MOTION:    Rep. Roberts moved to replace 1st Substitute H.B. 258 with 2nd Substitute H.B. 258 and amend the bill as follows:

1.    Page 3, Lines 69 through 70 :    

             69          (iii) does not employ employees or contract with independent contractors
  , other than a person who is also a resident of the residence,       who work in

             70      the business owner's residence;

The motion passed unanimously with Rep. Dunnigan, Rep. Seelig, and Rep. Peterson absent for the vote.

MOTION:    Rep. Westwood moved to return H.B. 258 to rules committee to be placed in interim study. The motion passed with Rep. Anderson, Rep. Kennedy, and Rep. Roberts voting in opposition. Rep. Seelig and Rep. Peterson were absent for the vote.

MOTION:    Rep. Roberts moved to adjourn. The motion passed unanimously with Rep. Seelig and Rep. Peterson absent for the vote.

Chair Webb adjourned the meeting at 9:30 a.m.
