Vice Chair Peterson called the meeting to order at 4:13 p.m.

MOTION:    Rep. Westwood moved to approve the minutes of the March 3, 2014 meeting. The motion passed unanimously with Rep. Dunnigan, Rep. Kennedy, Rep. Poulson, Rep. Roberts, and Rep. Seelig absent for the vote.

H.B. 165    Vote by Mail Amendments (Rep. S. Eliason)

Rep. Eliason explained the bill to the committee and provided a handout: "Vote by Mail."

MOTION:    Rep. Westwood moved to adopt 1st Substitute H.B. 165. The motion passed unanimously with Rep. Dunnigan, Rep. Kennedy, Rep. Poulson, Rep. Roberts, and Rep. Seelig absent for the vote.

MOTION:    
Rep. Anderson moved to pass 1st Substitute H.B. 165 out favorably. The motion failed with Rep. Anderson, Rep. Kennedy, Rep. Poulson, and Rep. Westwood voting in favor of the bill.



H.B. 408    Election Requirements Amendments (Rep. K. Christofferson)

Rep. Christofferson explained the bill to the committee.

MOTION:    Rep. Cox moved to pass H.B. 408 out favorably. The motion passed unanimously.

MOTION:    Rep. Dunnigan moved to place H.B. 408 on the Consent Calendar. The motion         passed unanimously.

H.B. 410    Utah Presidential Primary Electronic Voting Pilot Project (Rep. J. Cox)

Rep. Cox explained the bill to the committee.

MOTION:    Rep. Cox moved to pass H.B. 410 out favorably. The motion passed with Rep. Dunnigan and Rep. Peterson voting in opposition.

H.B. 415    Local and Special Service District Elections Amendments (Rep. S. Eliason)


Rep. Eliason explained the bill to the committee.

MOTION:    Rep. Westsood moved to adopt 1st Substitute H.B. 415. The motion passed unanimously.

            LeGrand Bitter, Utah Association of Service Districts

MOTION:    Rep. Dunnigan moved to pass 1st Substitute H.B. 415 out favorably. The motion passed unanimously.

MOTION:    Rep. Peterson moved to place 1st Substitute H.B. 415 on the Consent Calendar. The motion passed unanimously.

MOTION:    Rep. Poulson moved to adjourn. The motion passed unanimously.

Vice Chair Peterson adjourned the meeting at 5:46 p.m.
