Chair Wilcox called the meeting to order at 2:08 p.m.

MOTION:    Rep. Wilcox moved to approve the minutes of February 5, 2014. The motion passed unanimously.

H.B. 243    Amendments to the Fund of Funds (Rep. J. Bird)

Chair Wilcox explained that HB243 should have been assigned to a different standing committee.

MOTION:    Rep. Briscoe moved to return HB243 to the rules committee for reassignment. The motion passed unanimously with Rep. Anderegg, Rep. Froerer, and Rep. Sagers absent for the vote.

H.B. 312    Dramshop Amendments (Rep. V. L. Snow)


Rep. Snow explained the bill to the committee with the assistance of Steve Sullivan, Robert J. DeBry and Associates, and Steven Poulton, Poulton Insurance Agency.



MOTION:    Rep. Briscoe moved to amend the bill as follows:

1.    Page 2, Lines 53 through 54 :    

             53          (j) evidence that the retail licensee is carrying dramshop insurance coverage of at least
             54      $1,000,000 per [occurrence] person
{   and   }        ,       $2,000,000 [in the aggregate] per accident        , and $4,000,000 per year aggregate       ;


2.    Page 3, Lines 86 through 88 :    

             86          (e) evidence that the resort license person carries dramshop insurance coverage equal
             87      to the sum of at least $1,000,000 per [occurrence] person
{   and   }        ,       $2,000,000 [in the aggregate] per

             88      accident
  , and $4,000,000 per year aggregate,       to cover both the general resort license and each sublicense; and



The motion to amend passed with Rep. Anderegg and Rep. Tanner voting in opposition.

MOTION:    Rep. Nielson moved to pass the bill out favorably as amended. The motion passed unanimously.

Vice Chair Nielson assumed the chair.

H.B. 103    State Money Management Act Amendments (Rep. R. Cunningham)

Rep. Cunningham explained the bill to the committee. Richard Ellis, Utah State Treasurer, answered questions from the committee.

MOTION:    Rep. Anderegg moved to amend the bill as follows:


1.    Page 3, Lines 59 through 60 :    

             59          (i) safety
{   of principal   } and protection of principal during periods of financial market

             60      volatility;

The motion to amend passed unanimously with Rep. Wilcox absent for the vote.     



MOTION:    Rep. Knotwell moved to pass the bill out favorably as amended. The motion passed unanimously with Rep. Wilcox absent for the vote.     

H.B. 93    Property Tax Assessment Amendments (Rep. B. Greene)

Rep. Greene explained the bill to the committee and disclosed a potential conflict of interest.

Spoke to the bill:    Kris Poulson, Utah County Assessor
            Sterling Brown, Utah Farm Bureau

MOTION:    Rep. Briscoe moved to pass the bill out favorably. The motion passed with Rep. Tanner voting in opposition.

MOTION:    Rep. Anderegg moved to adjourn the meeting. The motion passed unanimously.

Vice Chair Nielson adjourned the meeting at 3:26 p.m.
