Chair Wilcox called the meeting to order at 2:08 p.m.
MOTION: Rep. Wilcox moved to approve the minutes of February 5, 2014. The motion passed
H.B. 243 Amendments to the Fund of Funds (Rep. J. Bird)
Chair Wilcox explained that HB243 should have been assigned to a different standing committee.
MOTION: Rep. Briscoe moved to return HB243 to the rules committee for reassignment. The
motion passed unanimously with Rep. Anderegg, Rep. Froerer, and Rep. Sagers
absent for the vote.
H.B. 312 Dramshop Amendments (Rep. V. L. Snow)
Rep. Snow explained the bill to the committee with the assistance of Steve Sullivan, Robert J.
DeBry and Associates, and Steven Poulton, Poulton Insurance Agency.
MOTION: Rep. Briscoe moved to amend the bill as follows:
2, Lines 53 through 54
(j) evidence that the retail licensee is carrying dramshop insurance coverage of at

H.B. 103 State Money Management Act Amendments (Rep. R. Cunningham)
Rep. Cunningham explained the bill to the committee. Richard Ellis, Utah State Treasurer,
answered questions from the committee.
