Chair Wilcox called the meeting to order at 8:12 a.m.

MOTION:    Rep. Knotwell moved to approve the minutes of the February 14, 2014 and February 18, 2014 meetings. The motion passed unanimously with Rep. Anderegg, Rep. Froerer, Rep. Gibson, Rep. Hutchings, Rep. McIff, Rep. Sagers, and Rep. Tanner absent for the vote.

H.B. 339    County Budget Amendments (Rep. J. Seelig)

Rep. Seelig explained the bill to the committee with the assistance of Jeremy Keele, Salt Lake County Mayor's Office.

Spoke for the bill:    Adam Trupp, Utah Association of Counties

MOTION:    Rep. Cosgrove moved to pass the bill out favorably. The motion passed unanimously with Rep. Anderegg, Rep. Froerer, Rep. Gibson, Rep. Hutchings, Rep. McIff, Rep. Sagers, and Rep. Tanner absent for the vote.



MOTION:    Rep. Wilcox moved to place HB339 on the Consent Calendar. The motion passed unanimously with Rep. Anderegg, Rep. Froerer, Rep. Gibson, Rep. Hutchings, Rep. McIff, Rep. Sagers, and Rep. Tanner absent for the vote.

S.J.R. 7    Joint Resolution Regarding Qualifications of State Tax Commission Members (Sen. J. Valentine)

Sen. Stephenson explained the resolution to the committee.

MOTION:    Rep. Briscoe moved to amend the resolution as follows:

1.    Page 2, Lines 30 through 31 :    

             30          (1) There shall be a State Tax Commission consisting of four members,
{   [   } not more than

             31     
{   two   }        three       of whom may belong to the same political party      {   ]   }      {   with qualifications as provided by statute   } .


The motion failed with Rep. Briscoe, Rep. Cosgrove, Rep. King, and Rep. Tanner voting in favor and Rep. Anderegg and Rep. Froerer absent for the vote.

MOTION:     Rep. King moved to pass the resolution out favorably. The motion passed with Rep. Briscoe voting in opposition and Rep. Anderegg and Rep. Froerer absent for the vote.

S.B. 19    Appointment and Qualification of Members of the State Tax Commission (Sen. H. Stephenson)

Sen. Stephenson explained the bill to the committee.

MOTION:     Rep. King moved to pass the bill out favorably. The motion passed with Rep. Briscoe voting in opposition and Rep. Anderegg absent for the vote.

H.B. 218    Tax Credit for Working Individuals and Families (Rep. E. Hutchings)

Rep. Hutchings explained the bill to the committee with the assistance of Tracy Gruber, Voices for Utah Children.

MOTION:    Rep. Hutchings moved to amend the bill as follows:

1.    Page 2, Lines 49 through 50 :    

             49          (3)
  (a)       A claimant may not carry forward or carry back a tax credit provided for under this

             50      section.
    
  (b) A claimant may not claim a tax credit under this section for more than four      


The motion passed unanimously with Rep. Anderegg absent for the vote.

MOTION:    Rep. Nielson moved to amend the bill as follows:

Insert "taxable years." at the end of Rep. Hutching's amendment, after the word "four."

The motion passed unanimously with Rep. Knotwell absent for the vote.

MOTION:
    Rep. Cosgrove moved to pass the bill out favorably as amended. The motion passed with Rep. Anderegg and Rep. Wilcox voting in opposition and Rep. Froerer absent for the vote.

MOTION:    Rep. Knotwell moved to adjourn the meeting. The motion passed unanimously with Rep. Froerer absent for the vote.
