Vice Chair Nielson called the meeting to order at 8:14 a.m.

MOTION:    Rep. Briscoe moved to approve the minutes of February 20, 2014. The motion passed unanimously with Rep. Brown, Rep. Froerer, Rep. Gibson, Rep. Hutchings, Rep. McIff, and Rep. Sagers absent for the vote.

H.B. 55    Income Tax Credit for Purchase of Transit Pass (Rep. M. Poulson)

Rep. Poulson explained the bill to the committee with the assistance of Bruce Jones, Utah Transit Authority.

Spoke for the bill:    Ingrid Griffee, Utah Moms for Clean Air

MOTION:    Rep. Briscoe moved to pass the bill out favorably as amended on February 14, 2014. The motion passed with Rep. Anderegg and Rep. Stanard voting in opposition and Rep. Froerer and Rep. Hutchings absent for the vote.


H.B. 349    Repeal of Transportation Related Funds (Rep. M. Brown)

Rep. Brown explained the bill to the committee.

MOTION:    Rep. Cosgrove moved to pass the bill out favorably. The motion passed unanimously with Rep. Froerer and Rep. Hutchings absent for the vote.

MOTION:    Rep. Eliason moved to place HB349 on the Consent Calendar. The motion passed unanimously with Rep. Froerer and Rep. Hutchings absent for the vote.

H.B. 123    Property Tax Lien Amendments (Rep. M. Wheatley)

1st Sub. S.C.R. 6    Concurrent Resolution Calling on Congress to Provide Permanent Multiyear Funding for the Payment in Lieu of Taxes Program (Sen. R. Okerlund)

Sen. Okerlund explained the resolution to the committee with the assistance of Mark Ward, Utah Association of Counties.

MOTION:    Rep. McIff moved to pass the resolution out favorably. The motion passed unanimously.

MOTION:    Rep. Elaison moved to place 1st Sub. SCR6 on the Consent Calendar. The motion passed unanimously.

S.B. 50    Transition for Repealed Navajo Trust Fund Act (Sen. D. Hinkins)

Sen. Hinkins explained the bill to the committee.
