Chair Anderson called the meeting to order at 8:08 a.m.

MOTION:    Rep. Peterson moved to approve the minutes of the February 26, 2014 meeting. The motion passed unanimously with Rep. Barlow, Rep. Fisher, Rep. Lifferth, Rep. Pitcher, and Rep. Sanpei absent for the vote.

H.B. 152    Highway Sponsorship Program Act (Rep. J. Knotwell)

Rep. Knotwell explained the bill to the committee.

MOTION:    Rep. Knotwell moved to amend the bill as follows:


1.    Page 3, Lines 62 through 64 :    

             62          (a) traveler information;
  and      

             63          (b) rest areas
{   ; and

             64          (c) incident management services

2.    Page 4, Lines 90 through 106 :

{   (a)   } In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act,

     the department shall make and enforce rules governing:

{   (i)   }        (a)       the placement and size restrictions for acknowledgment signs at rest areas;        and

{   (ii) the placement and size restrictions for sponsorships placed on department incident

             94      management vehicles; and
             95          (iii)

  (b)       other size, placement, and content restrictions that the department determines are

             96      necessary.

{   (b) The rules made under Subsection (5)(a) shall limit the size of an advertisement to

             98      no more than 35% of the total area of an incident management vehicle.

{   (6) (a) A sponsorship advertisement shall be painted or affixed by decal on an incident

             100      management vehicle in a manner that complies with rules adopted under Subsection (5).

  (6)       A commercial advertiser that enters a sponsorship agreement with the department

             102      for the use of space for a sponsorship shall pay:
             103          
{   (i)   }        (a)       the cost of placing the sponsorship advertisement on a sign      {   or an incident

             104      management vehicle  
}
; and
             105          
{   (ii)   }        (b)       for the removal of the sponsorship advertisement after the term of the sponsorship

             106      agreement has expired.

The motion passed unanimously with Rep. Barlow, Rep. Fisher, Rep. Lifferth, Rep. Pitcher, and Rep. Sanpei absent for the vote.

MOTION:    Rep. Moss moved to pass H.B. 152 out favorably as amended. The motion passed unanimously with Rep. Fisher, Rep. Lifferth, Rep. Pitcher, and Rep. Sanpei absent for the vote.
    
MOTION:    Rep. McCay moved to place H.B. 152 on the Consent Calendar. The motion passed unanimously with Rep. Fisher, Rep. Lifferth, Rep. Pitcher, and Rep. Sanpei absent for the vote.




S.B. 60    Fuel Excise Tax Amendments (Sen. J. Valentine) (Rep. Johnny Anderson)

Sen. Valentine explained the bill to the committee.

H.B. 406    School Bus Traffic Safety Amendments (Rep. T. Cosgrove)

Rep. Cosgrove explained the bill to the committee.

MOTION:    Rep. McCay moved to replace H.B. 406 with 1st Substitute H.B. 406. The motion passed unanimously with Rep. Knotwell and Rep. Lifferth absent for the vote.

MOTION:    Rep. Peterson moved to hold 1st Substitute H.B. 406 and recommend the bill be placed in interim study.

Rep. Fisher moved to pass 1st Substitute H.B. 406 out favorably. The motion failed with Rep. Fisher and Rep. Moss voting in favor of the bill and Rep. Sanpei absent for the vote.

The original motion passed unanimously with Rep. Sanpei absent for the vote.

H.B. 377    Driver License Records Amendments (Rep. E. Hutchings)

Rep. Hutchings explained the bill to the committee.

MOTION:    Rep. Lifferth moved to pass H.B. 377 out favorably. The motion passed unanimously with Rep. Sanpei absent for the vote.

S.B. 187    Highway Rights-of-way Amendments (Sen. J. S. Adams) (Rep. D. McCay)

This bill was not considered.

MOTION:    Rep. Lifferth moved to adjourn. The motion passed unanimously with Rep. Sanepi absent for the vote.
