7     LONG TITLE
8     General Description:
9          This bill creates the Postretirement Employment Task Force.
10     Highlighted Provisions:
11          This bill:
12          ▸     creates the Postretirement Employment Task Force;
13          ▸     provides for membership, salary, and expenses of the task force members; and
14          ▸     provides for task force duties, meetings, and reports.
15     Money Appropriated in this Bill:
16          This bill appropriates in fiscal year 2015:
17          ▸     to the Legislature - Senate, as a one-time appropriation:
18               •     from the General Fund, One-time, $7,000;
19          ▸     to the Legislature - House of Representatives, as a one-time appropriation:
20               •     from the General Fund, One-time, $10,000; and
21          ▸     to the Legislature - Office of Legislative Research and General Counsel, as a
22     one-time appropriation:
23               •     from the General Fund, One-time, $40,000.
24     Other Special Clauses:
25          This bill provides a repeal date.

29     Be it enacted by the Legislature of the state of Utah:
30          Section 1. Postretirement Employment Task Force -- Creation -- Membership --
31     Compensation -- Staff.
32          (1) There is created the Postretirement Employment Task Force consisting of the
33     following Ĥ→ [
16] 17 ←Ĥ members:
34          (a) two members of the Senate appointed by the president of the Senate;
35          (b) three members of the House of Representatives appointed by the speaker of the
36     House of Representatives, no more than two of whom may be from the same political party;
37          (c) one person representing the public appointed by the president of the Senate;
38          (d) one person representing state employees appointed by the speaker of the House of
39     Representatives;
40          (e) one person representing municipalities, designated by the Utah League of Cities and
41     Towns;
42          (f) one person representing counties, designated by the Utah Association of Counties;
43          (g) one person representing public educators, designated by the Utah School Boards
44     Association;
45          (h) one person representing higher education, designated by the commissioner of
46     higher education;
47          (i) one person representing firefighters, designated by the Utah State Fire Chiefs
48     Association;
49          (j) one person representing peace officers, designated by the Utah Chiefs of Police
50     Association;
51          (k) one person representing sheriffs, designated by the Utah Sheriffs' Association;
52          (l) the executive director of the Department of Human Resources Management or the
53     executive director's designee; Ĥ→ [

54          (m) the executive director of the Utah Retirement Systems or the executive director's
55     designee Ĥ→ [

55a          (n) the Commissioner of Public Safety or the commissioner's designee. ←Ĥ
56          (2) (a) The president of the Senate shall designate a member of the Senate appointed

57     under Subsection (1)(a) as a cochair of the committee.
58          (b) The speaker of the House of Representatives shall designate a member of the House
59     of Representatives appointed under Subsection (1)(b) as a cochair of the committee.
60          (3) (a) A majority of the members of the task force constitute a quorum.
61          (b) The action of a majority of a quorum constitutes the action of the task force.
62          (4) (a) Salaries and expenses of the members of the task force who are legislators shall
63     be paid in accordance with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3,
64     Legislator Compensation.
65          (b) A member of the task force who is not a legislator may not receive compensation
66     for the member's work associated with the task force, but may receive per diem and
67     reimbursement for travel expenses incurred as a member of the task force at the rates
68     established by the Division of Finance under Sections 63A-3-106 and 63A-3-107.
69          (5) The Office of Legislative Research and General Counsel shall provide staff support
70     to the committee.
71          Section 2. Duties -- Meetings -- Report.
72          (1) The task force shall review and make recommendations on issues related to
73     postretirement employment restrictions for a retiree of the Utah Retirement System, including:
74          (a) actuarial costs and fiscal impacts;
75          (b) human resource implications;
76          (c) rural area challenges;
77          (d) firefighter and public safety officer issues; and
78          (e) options for revising Utah law on postretirement employment, including the
79     advantages, disadvantages, and costs of each option.
80          (2) The task force is authorized to meet no more than eight times during the 2015
81     interim.
82          (3) The task force shall present a final report, including any proposed legislation, to the
83     Retirement and Independent Entities Interim Committee before November 30, 2015.
84          Section 3. Appropriation.
85          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
86     the fiscal year beginning July 1, 2014, and ending June 30, 2015, the following sums of money
87     are appropriated from resources not otherwise appropriated, or reduced from amounts

88     previously appropriated, out of the funds or accounts indicated. These sums of money are in
89     addition to any amounts previously appropriated for fiscal year 2015.
