7     LONG TITLE
8     General Description:
9          This bill amends the Public Employees' Benefit and Insurance Program Act to establish
10     a pilot program for a state employee health clinic.
11     Highlighted Provisions:
12          This bill:
13          ▸     within state premiums paid to the state risk pool, requires the Public Employees'
14     Benefit and Insurance Program to establish an on-site employee health clinic:
15               •     by affiliating with an existing clinic; or
16               •     by issuing a bid for the on-site health clinic; and
17          ▸     establishes some minimum criteria for the on-site health clinic.

26     Be it enacted by the Legislature of the state of Utah:
27          Section 1. Section 49-20-412 is enacted to read:
28          49-20-412. Pilot program for on-site employee clinic.
29          (1) Within state premiums paid to the state risk pool from the Legislature, the program
30     shall establish a primary care clinic:
31          (a) for state employees and their dependents;
32          (b) within a state building that is accessible to a large number of state employees; and
33          (c) in accordance with Subsection (2).
34          (2) The program shall:
35          (a) affiliate with an existing clinic:
36          (i) located in a building accessible to a large number of state employees; and
37          (ii) managed by a physician licensed in this state Ĥ→ under Title 58, Chapter 67, Utah
37a     Medical Practice Act or Chapter 68, Utah Osteopathic Medical Practice Act ←Ĥ ; or
38          (b) request bids from private entities to establish the on-site primary care clinic in
39     accordance with criteria established by the program, which shall include at least the following:
40          (i) the entity's ability to establish a primary care clinic that is designed to:
41          (A) be convenient for employees and their dependents;
42          (B) increase health of employees;
43          (C) increase compliance with health care screening and management of chronic health
44     care conditions; and
45          (D) dispense commonly used, pre-packaged drugs in a cost effective manner;
46          (ii) the entity's organizational and financial independence from any particular hospital
47     network, network of clinics, or network of health care providers; and
48          (iii) management of the clinic by a physician licensed in the state Ĥ→ under Title 58,
48a     Chapter 67, Utah Medical Practice Act or Chapter 68, Utah Osteopathic
