7     LONG TITLE
8     General Description:
9          This bill distinguishes an early college high school from a regularly authorized charter
10     school.
11     Highlighted Provisions:
12          This bill:
13          ▸     defines terms; and
14          ▸     exempts an early college high school from certain rules established by the State
15     Board of Education.

26     Be it enacted by the Legislature of the state of Utah:
27          Section 1. Section 53A-1a-1101 is enacted to read:

Part 11. Early College High Schools

29          53A-1a-1101. Title.
30          This part is known as "Early College High Schools."
31          Section 2. Section 53A-1a-1102 is enacted to read:
32          53A-1a-1102. Definitions.
33          (1) "Board" means the State Board of Education.
34          (2) "Early college high school" means an authorized charter school that:
35          (a) has a mission to provide an early college education to a diverse student population
36     emphasizing advanced science, technology, engineering, and mathematics;
37          (b) provides students with the opportunity to earn:
38          (i) a high school diploma; and
39          (ii) (A) up to two years of Ĥ→ transferable ←Ĥ college credit; or
40          (B) Ĥ→ [
an] a transferable ←Ĥ associate's degree; and
41          (c) contracts with an institution of higher education for instruction offered through the
42     charter school.
43          Ŝ→ [
(3) "Institution of higher education" means:
44          (a) the University of Utah;
45          (b) Utah State University;
46          (c) Weber State University;
47          (d) Southern Utah University;
48          (e) Snow College;
49          (f) Dixie State University;
50          (g) Utah Valley University; or
51          (h) Salt Lake Community College.

52          Section 3. Section 53A-1a-1103 is enacted to read:
53          53A-1a-1103. Exemptions from board rule.
54          (1) An early college high school is:
55          (a) subject to Title 53A, Chapter 1a, Part 5, The Utah Charter Schools Act; and
56          (b) exempt from the 180 school day requirement established by board rule.

57          (2) Up to three of the subject-specific credit hour graduation requirements established
58     by board rule may be changed to elective credit for a student at an early college high school if:
59          (a) the modification is consistent with the student's:
60          (i) individualized education program; or
61          (ii) student education occupation plan; and
62          (b) the elective credit is earned in a science, technology, engineering, mathematics,
63     advanced placement, concurrent enrollment, or early college course.
63a     Ŝ→ Section 4. Section 53A-1a-1104 is enacted to read:
63b          53A-1a-1104. Charter school partnerships with institutions of higher education
63c     permitted.
63d          Nothing in this part shall be construed to prevent or inhibit a charter school from:
63e          (1) contracting with an institution of higher education to provide early college
63f     education through the charter school; or
63g          (2) identifying the charter school as an early college high school if identifying the
63h     charter school as an early college high school is consistent with trademark laws. ←Ŝ
