**General Description:**

10 This bill amends provisions related to formulas in the Utah Code.

**Highlighted Provisions:**

12 This bill:

13 ▸ directs the legislative fiscal analyst to, in collaboration with the executive branch,

14 create mathematical equations for certain formulas in the Utah Code; and

15 ▸ directs the legislative fiscal analyst to create a mathematical equation for the state

16 appropriations limit formula.

*Be it enacted by the Legislature of the state of Utah:*

**63I-6-101**is enacted to read:

**CHAPTER 6. MATHEMATICAL EQUATIONS ACT**

__63I-6-101.__**Title.**

32

__This chapter is known as "Mathematical Equations Act."__

33 Section 2. Section

**63I-6-102**is enacted to read:

__63I-6-102.__**Definitions.**

__As used in this chapter:__

36

__(1) "Formula" means a description of or directions for a computation in the Utah Code.__

__(2) "Mathematical equation" means a symbolic expression of a formula that is created__

38

__by the legislative fiscal analyst under Subsection 63I-6-103(1).__

**63I-6-103**is enacted to read:

__63I-6-103.__**Converting a formula into a mathematical equation.**

__(1) The legislative fiscal analyst shall, when directed by statute and in consultation__

42

__with the executive branch, convert a formula into a mathematical equation that:__

43

__(a) accurately expresses the formula with mathematical symbols as a mathematical__

44

__equation; and__

45

__(b) is mathematically unambiguous.__

__(2) The legislative fiscal analyst shall include each mathematical equation described in__

47

__Subsection (1) that has not yet been approved under Subsection (3) in an annual appropriations__

48

__act.__

__(3) If, for a formula, the mathematical equation described in Subsection (1) is approved__

__by the Legislature in an appropriations act:__

51

__(a) the mathematical equation is the authoritative version of the formula until:__

52

__(i) the legislative fiscal analyst determines that the mathematical equation is inaccurate;__

__or__

54

__(ii) the statutory language upon which the mathematical equation is based is changed;__

__and__

__(b) the legislative fiscal analyst shall post the mathematical equation on the Internet for__

57

__public access.__

**63J-3-206**is enacted to read:

__63J-3-206.__**Appropriations limit formula -- Mathematical equation.**

__The legislative fiscal analyst shall create, in accordance with Section 63I-6-103, a__

__mathematical equation for the state appropriations limit formula described in this part.__

62 Section 5.

**Effective date.**

63

__If approved by two-thirds of all the members elected to each house, this bill takes effect__

64

__upon approval by the governor, or the day following the constitutional time limit of Utah__

65

__Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto,__

66

__the date of veto override.__
