9 The Executive Appropriations Committee recommended this bill.
10 General Description:
11 This bill supplements or reduces appropriations previously provided for the use and
12 operation of state government for the fiscal year beginning July 1, 2014 and ending June 30, 2015.
13 Highlighted Provisions:
14 This bill:
15 ▸ provides appropriations for the use and support of higher education and certain state
16 agencies;
17 ▸ provides appropriations for other purposes as described; and
18 ▸ provides intent language.
19 Money Appropriated in this Bill:
20 This bill appropriates $30,146,400 in operating and capital budgets for fiscal year 2015,
21 including:
22 ▸ ($62,008,000) from the General Fund;
23 ▸ $75,472,900 from the Education Fund;
24 ▸ $16,681,500 from various sources as detailed in this bill.
25 This bill appropriates $4,637,000 in expendable funds and accounts for fiscal year 2015,
26 including:
27 ▸ $4,525,000 from the General Fund;
28 ▸ $112,000 from various sources as detailed in this bill.
29 This bill appropriates $250,000 in business-like activities for fiscal year 2015.
30 This bill appropriates $2,902,800 in restricted fund and account transfers for fiscal year 2015,

41 Be it enacted by the Legislature of the state of Utah:
42 Section 1. FY 2015 Appropriations. The following sums of money are appropriated for the
43 fiscal year beginning July 1, 2014 and ending June 30, 2015. These are additions to amounts
44 previously appropriated for fiscal year 2015.
45 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
46 Utah Code Title 63J, the Legislature appropriates the following sums of money from the funds or
47 fund accounts indicated for the use and support of the government of the State of Utah.

186 expenditures for data processing and technology based
187 expenditures; facility repairs, maintenance, and improvements;
188 other charges and pass through expenditures; and, short-term
189 projects and studies that promote efficiency and service
190 improvement.
191 The Legislature intends that in order to decrease recidivism
192 and more effectively utilize state resources, that private
193 providers that contract with the Division of Juvenile Justice
194 Services for residential, community-based services, including
195 both family-based and group home services, will adhere to
196 evidence-based practices proven to reduce recidivism as
197 directed by the Division of Juvenile Justice Services.

1764 Section 2. Effective Date.
1765 If approved by two-thirds of all the members elected to each house, this bill takes effect upon
1766 approval by the Governor, or the day following the constitutional time limit of Utah Constitution
1767 Article VII, Section 8 without the Governor's signature, or in the case of a veto, the date of override.
