7     LONG TITLE
8     General Description:
9          This bill creates the Southern Utah STEM Center, within the STEM Action Center to
10     promote science, technology, engineering, and mathematics education in southern Utah.
11     Highlighted Provisions:
12          This bill:
13          ▸     creates the Southern Utah STEM Center; and
14          ▸     requires the STEM Action Center to coordinate with Southern Utah University and
15     Dixie State University to promote science, technology, engineering, and
16     mathematics education and professional development in southern Utah.
17     Money Appropriated in this Bill:
18          This bill appropriates in fiscal year 2016:
19          ▸     to the Governor's Office of Economic Development - STEM Action Center -
20     Southern Utah STEM Center as an ongoing appropriation:
21               •     from the General Fund, $876,000.
22     Other Special Clauses:
23          This bill provides a special effective date.

28     Be it enacted by the Legislature of the state of Utah:
29          Section 1. Section 63M-1-3212 is enacted to read:
30          63M-1-3212. Southern Utah STEM Center.
31          (1) The board shall establish the Southern Utah STEM Center to promote STEM
32     education and professional development in southern Utah.
33          (2) The board shall:
34          (a) establish a Southern Utah STEM Center director's office at Southern Utah
35     University; and
36          (b) hire a director to lead the Southern Utah STEM Center.
37          (3) The Southern Utah STEM Center shall coordinate with Southern Utah University
38     and Dixie State University to offer elementary and secondary schools in Southern Utah:
39          (a) student engagement activities in STEM education;
40          (b) college and career readiness activities for STEM-related majors and careers; and
41          (c) professional development for educators teaching STEM subjects.
42          Section 2. Appropriation.
43          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
44     the fiscal year beginning July 1, 2015, and ending June 30, 2016, the following sums of money
45     are appropriated from resources not otherwise appropriated, or reduced from amounts
46     previously appropriated, out of the funds or accounts indicated. These sums of money are in
47     addition to any amounts previously appropriated for fiscal year 2016.

50               Schedule of Programs:
51                    STEM Action Center - Southern Utah STEM Center $876,000
52          The Legislature intends that:
53          (1) the STEM Action Center shall:
54          (a) use $410,000 of the appropriation to fund STEM activities provided by Southern
55     Utah University, including:
56          (i) $170,000 for the STEM professional development described in Subsection
57     63M-1-3212(3)(c);
58          (ii) $120,000 for the student engagement activities described in Subsection

59     63M-1-3212(3)(a); and
60          (iii) $120,000 for the college and career readiness activities described in Subsection
61     63M-1-3212(3)(b);
62          (b) use $306,000 of the appropriation to fund STEM activities provided by Dixie State
63     University, including:
64          (i) $181,000 for the student engagement activities described in Subsection
65     63M-1-3212(3)(a); and
66          (ii) $125,000 for the college and career readiness activities described in Subsection
67     63M-1-3212(3)(c); and
68          (c) use $160,000 of the appropriation for the Southern Utah STEM Center director's
69     office; and
70          (2) under Section 63J-1-603, the appropriation provided under this section not lapse at
71     the close of fiscal year 2016, and that the use of any nonlapsing funds is limited to the purposes
72     described in Section 63M-1-3212.
73          Section 3. Effective date.
74          (1) Except as provided in Subsection (2), this bill takes effect on May 12, 2015.
75          (2) Uncodified Section 2, Appropriation, takes effect on July 1, 2015.
