7     LONG TITLE
8     General Description:
9          This bill creates the Southern Utah STEM Initiative.
10     Highlighted Provisions:
11          This bill:
12          ▸     creates the Southern Utah STEM Initiative to promote science, technology,
13     engineering, and mathematics education in southern Utah; and
14          ▸     requires Southern Utah University and Dixie State University to collaborate with
15     public schools to promote STEM education and provide professional learning in
16     southern Utah.
17     Money Appropriated in this Bill:
18          This bill appropriates in fiscal year 2016:
19          ▸     to Southern Utah University - Education and General as an ongoing appropriation:
20               •     from the Education Fund, $410,000.
21          ▸     to Dixie State University - Education and General as an ongoing appropriation:
22               •     from the Education Fund, $306,000.
23     Other Special Clauses:
24          This bill provides a special effective date.

30     Be it enacted by the Legislature of the state of Utah:
31          Section 1. Section 53B-16-601 is enacted to read:
32     
Part 6. Southern Utah STEM Initiative

33          53B-16-601. Definitions.
34          As used in this part "STEM" means science, technology, engineering, and mathematics.
35          Section 2. Section 53B-16-602 is enacted to read:
36          53B-16-602. Southern Utah STEM Initiative.
37          (1) There is created the Southern Utah STEM Initiative to promote STEM education
38     and professional learning in southern Utah.
39          (2) Southern Utah University and Dixie State University shall collaborate with public
40     elementary and secondary schools in southern Utah to offer:
41          (a) student engagement activities in STEM education;
42          (b) college and career readiness activities for STEM-related majors and careers; and
43          (c) professional learning for educators teaching STEM subjects.
44          Section 3. Appropriation.
45          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
46     the fiscal year beginning July 1, 2015, and ending June 30, 2016, the following sums of money
47     are appropriated from resources not otherwise appropriated, or reduced from amounts
48     previously appropriated, out of the funds or accounts indicated. These sums of money are in
49     addition to any amounts previously appropriated for fiscal year 2016.

58          The Legislature intends that:
59          (1) Southern Utah University shall use the money appropriated to Southern Utah
60     University under this section as follows:
61          (a) $170,000 for the STEM professional learning described in Subsection
62     53B-16-602(2)(c);
63          (b) $120,000 for the student engagement activities described in Subsection
64     53B-16-602(2)(a); and
65          (c) $120,000 for the college and career readiness activities described in Subsection
66     53B-16-602(2)(b);
67          (2) Dixie State University shall use the money appropriated to Dixie State University
68     under this section as follows:
69          (a) $181,000 for the student engagement activities described in Subsection
70     53B-16-602(2)(a); and
71          (b) $125,000 for the college and career readiness activities described in Subsection
72     53B-16-602(2)(b); and
73          (3) under Section 63J-1-603, the appropriation provided under this section not lapse at
74     the close of fiscal year 2016 and that the use of any nonlapsing funds is limited to the purposes
75     described in Section 53B-16-602.
76          Section 4. Effective date.
77          (1) Except as provided in Subsection (2), this bill takes effect on May 12, 2015.
78          (2) Uncodified Section 3, Appropriation, takes effect on July 1, 2015.
