8     LONG TITLE
9     General Description:
10          This joint resolution of the Legislature proposes to amend the Utah Constitution to
11     enact a limitation on the amount of federal funds the State may receive.
12     Highlighted Provisions:
13          This resolution proposes to amend the Utah Constitution to:
14          ▸     limit the amount of federal money the State may receive in any fiscal year.
15     Special Clauses:
16          This resolution directs the lieutenant governor to submit this proposal to voters.
17          This resolution provides a contingent effective date of January 1, 2017 for this proposal.
18     Utah Constitution Sections Affected:
19     ENACTS:
20          ARTICLE XIII, SECTION 15

22     Be it resolved by the Legislature of the state of Utah, two-thirds of all members elected to each
23     of the two houses voting in favor thereof:
24          Section 1. It is proposed to enact Utah Constitution Article XIII, Section 15, to read:
25          Article XIII, Section 15. [Limit on the receipt of federal funds.]
26          The amount of money the State receives from the federal government in any fiscal year
27     may not exceed 40 percent of the State's total expenditures for that year.

28          Section 2. Submittal to voters.
29          The lieutenant governor is directed to submit this proposed amendment to the voters of
30     the state at the next regular general election in the manner provided by law.
31          Section 3. Contingent effective date.
32          If the amendment proposed by this joint resolution is approved by a majority of those
33     voting on it at the next regular general election, the amendment shall take effect on January 1,
34     2017.
