7     LONG TITLE
8     General Description:
9          This bill requires the attorney general to file a petition Ŝ→ [

24     Be it enacted by the Legislature of the state of Utah:
25          Section 1. Section 63L-6-103 is amended to read:
26          63L-6-103. Transfer of public lands.
27          (1) On or before [December 31, 2014, the United States shall:] June 30, Ŝ→ [

28     attorney general shall file a petition in federal court on behalf of the state Ĥ→ [
demanding a
29     determination on the issue of ownership of

29a     consistent with Utah law and the Utah enabling act

30          [(a) extinguish title to public lands; and]
31          [(b) transfer title to public lands to the state.]
31a     Ŝ→ (2) The Commission for the Stewardship of Public Lands shall, by December 31, 2015,
31b     make a recommendation to the Legislative Management Committee regarding whether the
31c     deadline described in Subsection (1) should be extended. ←Ŝ
32          Ŝ→ [
(2)] (3) ←Ŝ If the state transfers title to any public lands with respect to which the state
32a     receives
33     title under Subsection (1)(b), the state shall:
34          (a) retain 5% of the net proceeds the state receives from the transfer of title; and
35          (b) pay 95% of the net proceeds the state receives from the transfer of title to the
36     United States.
