6     LONG TITLE
7     General Description:
8          This resolution expands the number of legislators who are authorized to present
9     legislation to a standing committee Ŝ→ and allows substitute legislation to be adopted during
9a     the presentation phase of a standing committee meeting ←Ŝ .
10     Highlighted Provisions:
11          This resolution:
12          ▸     authorizes the chief sponsor to designate another legislator to present the chief
13     sponsor's legislation to a Senate standing committee.

20     Be it resolved by the Senate of the state of Utah:
21          Section 1. SR3-2-306 is amended to read:
22          SR3-2-306. Sponsor presentation.
23          (1) Except as provided in Subsection (2), during the presentation phase, a committee
24     member may not amend legislation, substitute legislation, or dispose of legislation. All other
25     motions are in order during the presentation phase.
26          (2) During the presentation phase of a committee meeting, the chair may accept a
27     simple motion to amend Ŝ→ or substitute ←Ŝ legislation if the chair permits:

28          (a) committee questions and debate;
29          (b) public comment as provided in SR3-2-308;
30          (c) the sponsor of the legislation affected by the amendment to respond to the motion
31     to amend; and
32          (d) the committee member who made the motion to amend to have the final word on
33     the motion as required under SR3-2-313.
34          (3) During the presentation phase of a standing committee meeting, the chair shall:
35          (a) permit the chief [Senate sponsor or chief House] sponsor or another legislator
36     designated by the chief sponsor to present the chief sponsor's legislation; and
37          (b) except as provided in Subsection (4), and at the election of [a legislative] the chief
38     sponsor or the chief sponsor's designee, permit persons who have expertise on the legislation to
39     assist with the presentation as provided in SR3-2-304.
40          (4) The chair may not permit:
41          (a) legislation to be presented if the [legislative] chief sponsor or another legislator
42     designated by the chief sponsor is not present; or
43          (b) legislative interns or legislative aides to present legislation.
