7     LONG TITLE
8     General Description:
9          This bill enacts a provision relating to federal land within the state.
10     Highlighted Provisions:
11          This bill:
12          ▸     directs the Commission for the Stewardship of Public Lands to commission a study
13     and report on federal land within the state; and
14          ▸     provides requirements for the study and report.
15     Money Appropriated in this Bill:
16          This bill appropriates $500,000 from the General Fund for fiscal year 2014-15 only to
17     the Office of Legislative Research and General Counsel.

23     Be it enacted by the Legislature of the state of Utah:
24          Section 1. Identifying and inventorying federal land -- Public education funding
25     generated if federal land were transferred to state ownership.

26          (1) As used in this section:
27          (a) "Commission" means the Commission for the Stewardship of Public Land, created
28     in Laws of Utah 2014, Chapter 319, Section 2.
29          (b) "Federal land" means land within the state that is owned by the United States or any
30     department, division, or agency of the United States, excluding land identified in Subsections
31     63L-6-102(3)(e), (f), (g), (h), (i), and (j).
32          (2) Within the appropriation for this purpose, the commission shall engage an
33     individual or firm to:
34          (a) identify, inventory, and depict federal land using widely available aerial or satellite
35     photography or imagery technology or similar technology;
36          (b) study and quantify the amount of annual funding that could be generated for public
37     education in the state, on a school district by school district basis, if the ownership of federal
38     land is transferred to the state for management through a state land management
39     administration, established for the purpose of managing the land under the best and most
40     appropriate use to ensure access to the land for agricultural, tourism, and other appropriate uses
41     while also generating revenue for public education;
42          (c) define the potential uses of federal land after its transfer to the state;
43          (d) prepare a report on the work performed under Subsections (2)(a), (b), and (c),
44     including a forecast of revenue for public education for the next 10 years for each school
45     district in the state, assuming the management of federal land transferred to state ownership, as
46     described in Subsection (2)(b).
47          (3) The commission shall require the individual or firm engaged to conduct the study
48     and prepare the report referred to in Subsection (2) to:
49          (a) perform the activities described in Subsection (2); and
50          (b) submit the report described in Subsection (2) to the Commission by July 1, 2016.
51          Section 2. Appropriation.
52          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
53     the fiscal year beginning July 1, 2014 and ending June 30, 2015, the following sums of money
54     are appropriated from resources not otherwise appropriated, or reduced from amounts
55     previously appropriated, out of the funds or accounts indicated. These sums of money are in
56     addition to any amounts previously appropriated for fiscal year 2015.
