Vice Chair Snow called the meeting to order at 4:11 p.m.


MOTION:     Rep. Lifferth moved to approve the minutes of the February 4, 2015 meeting. The motion passed unanimously with Rep. Christensen and Rep. Hutchings absent for the vote.

 

H.B. 128         Maintenance of Student Records (Rep. G. Froerer)


Rep. Froerer explained the bill to the committee.


MOTION:     Rep. Lifferth moved to amend the bill as follows:


 

1.    Page 1, Lines 12 through 13:   

 

12         amends provisions related to a record a school maintains to verify that a parent was

13notified of certain incidents or threats {  .  }  ;

             requires a school to provide a student a copy of a record a school maintains at the request of the student under certain circumstances;

             requires a school to expunge a record a school maintains at the request of a student under certain circumstances; and

             makes technical changes. 

 

2.    Page 2, Line 54:  

 

54   (4) A  local  school board  or charter school governing board  shall adopt a policy regarding the process for:

 

3.    Page 3, Line 59:  

 

59recommendations related to an incident or threat described in Subsection (2).

         (6) A school shall:

       (a) provide a student a copy of a record maintained in accordance with this section that relates to the student if the student requests a copy of the record; and

       (b) expunge a record maintained in accordance with this section that relates to a student if the student:

       (i) has graduated from high school; and

       (ii) requests the record be expunged.  

 

The motion passed unanimously with Rep. Christensen and Rep. Hutchings absent for the vote.

 

MOTION:     Rep. Lifferth moved to pass the bill out favorably as amended. The motion passed unanimously with Rep. Christensen and Rep. Hutchings absent for the vote.

 

MOTION:     Rep. Fawson moved to place H.B. 128 on the Consent Calendar. The motion passed unanimously with Rep. Christensen and Rep. Hutchings absent for the vote.

 

H.B. 118         Public Education Human Resource Management Act Revisions (Rep. B. Last)

 

Rep. Last explained the bill to the committee with the assistance of Mr. Lyle Cox, Human Resource Director, Washington County School District.

 

Ms. Lisa Nentl-Bloom, Utah Education Association, spoke to the bill.

 

 

 

 

MOTION:     Rep. Lifferth moved to adjourn. The motion passed with Rep. Hutchings voting in opposition. Rep. Eliason was absent for the vote. Vice Chair Snow adjourned the meeting at 4:55 p.m.
