Chair Last called the meeting to order at 8:23 a.m.


MOTION:     Rep. Poulson moved to approve the minutes of the February 17, 2015 meeting. The motion passed unanimously with Rep. Christensen, Rep. Lifferth, Rep. McCay, and Rep. Moss absent for the vote.

 

H.B. 210         Early College High Schools (Rep. V. Peterson)


Rep. Peterson explained the bill to the committee assisted by Mr. Clark Baron, Utah County Academy of Sciences.


Mr. Brad C. Smith, Superintendent, State Office of Education, spoke to the bill.


Spoke for the bill:                   Mr. Spencer Jenkins, Utah System of Higher Education

                                                Mr. Jason Stanger, Director, In Tech Collegiate High School


MOTION:     Rep. Moss moved to replace H.B. 210 with 1st Sub. H.B. 210. The motion passed unanimously with Rep. Eliason, Rep. Lifferth, and Rep. McCay absent for the vote.


MOTION:     Rep. Fawson moved to amend the bill as follows:

 

1.    Page 2, Lines 39 through 40

House Committee Amendments

       2-24-2015:   

 

39   (ii) (A) up to two years of  transferable  college credit; or

40   (B) {  an  }  a transferable  associate's degree; and

 

2.    Page 2, Lines 43 through 51

House Committee Amendments

       2-24-2015:   

 

43    {  (3) "Institution of higher education" means:

44   (a) the University of Utah;

45   (b) Utah State University;

46   (c) Weber State University;

47   (d) Southern Utah University;

48   (e) Snow College;

49   (f) Dixie State University;

50   (g) Utah Valley University; or

51   (h) Salt Lake Community College.  }

 

Rep. Hutchings requested that Rep. Fawson's motion to amend be divided.

 

MOTION:     Rep. Fawson's motion to amend the bill on Lines 39 and 40 passed unanimously with Rep. Lifferth and Rep. McCay absent for the vote.

 

MOTION:     Rep. Fawson's motion to amend the bill on Lines 43 through Line 51 failed with Rep. Christensen, Rep. Eliason, Rep. Fawson, Rep. McCay, and Rep. Noel voting in favor of the motion.

 

MOTION:     Rep. Hutchings moved to pass the bill out favorably. The motion passed unanimously with Rep. Lifferth absent for the vote.

 

S.B. 60            American Civics Education Initiative (Sen. H. Stephenson)

 

Sen. Stephenson explained the bill to the committee assisted by Mr. Jonathan Johnson, Civics Education Iniative.

 

MOTION:     Rep. McCay moved to replace S.B. 60 with 2nd Sub. S.B. 60. The motion passed unanimously.

MOTION:     Rep. Christensen moved to pass the bill out favorably. The motion passed unanimously.

H.B. 114         Test Preparation Resources (Rep. B. Last)

 

Rep. Last explained the bill to the committee assisted by Mr. Paul Taylor, Shmoop.

                                               Ms. Jaci Durtschi, Advanced Placement teacher

 

Dr. Sydnee Dickson spoke to the bill.

 

MOTION:     Rep. Last moved to replace H.B. 114 with 1st Sub. H.B. 114. The motion passed unanimously.

 

MOTION:     Rep. Noel moved to pass the bill out favorably.

 

SUBSTITUTE MOTION:   Rep. McCay moved to move to the next item on the agenda. The motion failed with Rep. Christensen, Rep. Coleman, Rep. Hutchings, Rep. Last and Rep. Noel voting against the motion. Rep. Eliason was absent for the vote.

 

Rep. Noel's motion to pass the bill out favorably failed with Rep. Christensen, Rep. Hutchings, Rep. Last, and Rep. Noel voting in favor of the motion. Rep. Eliason was absent for the vote.

 

H.B. 331         Professional Learning Grant Program (Rep. B. Last)

 

H.B. 331 was not considered.

 

MOTION:     Rep. Last moved to adjourn. The motion passed unanimously. Rep. Hutchings adjourned the meeting at 9:54 a.m. Rep. Eliason was absent for the vote.
