H.B. 392         Requirements for Career and Technical Education Teachers (Rep. B. Daw)


Rep. Daw explained the bill to the committee with the assistance of Ms. Amy Christian, teacher.


Dr. Sydnee Dickson, Deputy Superintendent, State Office of Education, spoke to the bill.

Mr. Jay Blaine, Utah Education Association, spoke against the bill.


MOTION:     Rep. Eliason moved to move to the next item on the agenda. The motion passed unanimously with Rep. Fawson, Rep. Gibson, Rep. Hutchings, and Rep. McCay absent for the vote.

 

H.B. 360         Utah Education Amendments (Rep. L. Christensen)


Rep. Christensen explained the bill to the committee.


Mr. Brad C. Smith, Superintendent, State Office of Education, spoke to the bill.


MOTION:     Rep. Snow moved to replace H.B. 360 with 1st Sub. H.B. 360. The motion passed unanimously with Rep. Fawson, Rep. Gibson, and Rep. McCay absent for the vote.


MOTION:     Rep. Snow moved to amend the bill as follows:

 

1.    Page 3, Lines 78 through 82:   

 

78   (c) Parents and guardians have the primary responsibility for the education of their

79children and elect representatives in the Legislature and on state and local school boards to

80administer the state public education system, which provides extensive support and assistance.

81All children of the state are entitled to a free  elementary and secondary  public education as provided in Utah Constitution,

82Article X.

The motion passed unanimously with Rep. Fawson, Rep. Gibson, and Rep. McCay absent for the vote.

 

MOTION:     Rep. Snow moved to pass the bill out as amended. The motion passed with Rep. Lifferth voting against the motion. Rep. Fawson, Rep. Gibson, and Rep. McCay were absent for the vote.

 

H.B. 337         Career and Technical Education Comprehensive Study (Rep. R. Cunningham)

 

Rep. Cunningham explained the bill to the committee.

                                               Mr. Sterling Brown, Utah Farm Bureau, spoke to the bill.

 

MOTION:     Rep. Hutchings moved to replace H.B. 337 with 1st Sub. H.B. 337. The motion passed unanimously with Rep. Gibson and Rep. McCay absent for the vote.

 

MOTION:     Rep. Hutchings moved to amend the bill as follows:

 

1.    Page 2, Line 51 through Page 3, Line 60:     

 

51executive director of the Governor's Office of Economic Development's designee;

52    {  (f) a member of the State Board of Education, chosen by the chair of the State Board of

53Education;

54   (g) a member of the State Board of Regents, chosen by the chair of the State Board of

55Regents;  }

56    {  (h)  }  (f)  one member of the governor's staff, appointed by the governor;

57    {  (i)  }  (g)  five private sector members, representing business or industry that employs

58individuals who hold certificates issued by a CTE program, appointed by the governor;

62   (2) (a) Except as provided in Subsection (2)(b), the governor shall appoint CTE Board

63members described in Subsection {  (1)(i)  }  (1)(g)  to four-year terms.

64   (b) The governor shall adjust the initial terms of the members appointed under

65Subsection {  (1)(i)  }  (1)(g)  so that the governor appoints approximately half of the members every two

66years.

67   (c) A member appointed by the governor under Subsection {  (1)(i)  }  (1)(g)  may not serve more

68than two full consecutive terms unless the governor determines that an additional term or terms

69is in the state's best interest.

70   (d) If a vacancy occurs in the membership appointed by the governor under Subsection

71 {  (1)(i)  }  (1)(g)  for any reason, the governor shall appoint a replacement for the unexpired term.

 

3.    Page 5, Lines 121 through 125:      

 

121use data collected by the Office of the Legislative Auditor General to complete the study.

122  {  (3)  }  (3)(a)  The State Board of Education, State Board of Regents, and Utah College of

123Applied Technology shall:

124  {  (a)  }  (i)  provide data that the department requests for the study; and

125  {  (b)  }  (ii)  coordinate with the department to conduct the study.

         (3)(b) Notwithstanding the requirements in Subsection (3)(a), the board shall have discretion to gather and report information as part of the comprehensive study of CTE that is readily accessible through current financial and data systems.

H.B. 403         Online Education Survey Program Amendments (Rep. S. Eliason)

 

Rep. Eliason explained the bill to the committee with the assistance of Dr. Sydnee Dickson, Deputy Superintendent, State Office of Education.

 

MOTION:     Rep. Fawson moved to amend the bill as follows:

Hall)

S.B. 117          Interventions for Reading Difficulties Pilot Program (Sen. A. Osmond) (Rep. F. Gibson)

 

Sen. Osmond explained the bill to the committee with the assistance of Ms. Karee Atkinson, President, Decoding Dyslexia Utah, along with a PowerPoint presentation, "Interventions for Reading Difficulties."

 

MOTION:     Rep. Poulson moved to pass the bill out favorably. The motion passed unanimously.

 

S.B. 196          Math Competency Initiative (Sen. A. Millner) (Rep. )

 

Sen. Millner explained the bill to the committee.
