Chair Last called the meeting to order at 4:30 p.m.
MOTION: Rep. Moss moved to approve the minutes of the March 2, 2015 and March 4, 2015 meetings. The motion passed unanimously with Rep. Christensen, Rep. Coleman, Rep. Eliason, and Rep. Gibson absent for the vote.
S.B. 106 Class Size Reduction Program Amendments (Sen. W. Harper) (Rep. R. Edwards)
Sen. Harper explained the bill to the committee and distributed "Current Allocation and Alternative Allocation Using Existing Revenue Stream and 80% As Is 20% Based on Class Size/Property Value per Student."
Mr. Brent Bills, Wasatch County School District, spoke to the bill.
MOTION: Rep. Lifferth moved to pass the bill out favorably. The motion failed with Rep. Christensen, Rep. Eliason, and Rep. Lifferth voting in favor of the motion. Rep. Gibson was absent for the vote.
S.C.R. 5 Concurrent Resolution Regarding Western Governors University (Sen. W. Harper) (Rep. E. Hutchings)
Sen. Harper explained the resolution to the committee.
MOTION: Rep. Fawson moved to hold the resolution. The motion failed with Rep. Christensen, Rep. Eliason, Rep. Last, and Rep. Lifferth, voting against the motion. Rep. Coleman and Rep. Gibson were absent for the vote.
MOTION: Rep. Christensen moved to replace S.C.R. 5 with 1st Sub. S.C.R. 5. The motion passed unanimously with Rep. Gibson absent for the vote.
MOTION: Rep. Lifferth moved to pass the resolution out favorably. The motion passed with Rep. Coleman, Rep. Fawson, Rep. Moss, and Rep. Snow voting against the motion. Rep. Gibson was absent for the vote.
H.C.R. 9 Concurrent Resolution on the Elementary and Secondary Education Act (Rep. S. Eliason)
Rep. Eliason explained the resolution to the committee with the assistance of Mr. David Crandall, Chairman, Utah State Board of Education.
Mr. Brad Asay, American Federation of Teachers, spoke to the bill.
MOTION: Rep. Moss moved to replace H.C.R. 9 with 1st Sub. H.C.R. 9. The motion passed unanimously with Rep. Christensen and Rep. Gibson absent for the vote.
MOTION: Rep. Moss moved to pass the resolution out favorably. The motion passed unanimously with Rep. Christensen and Rep. Gibson absent for the vote.
H.R. 5 House Resolution Regarding Mathematics Proficiency among High School Students (Rep. S. Eliason)
Rep. Eliason explained the resolution to the committee.
MOTION: Rep. Fawson moved to pass the resolution out favorably. The motion passed unanimously with Rep. Christensen and Rep. Gibson absent for the vote.
2nd Sub. S.B. 116 Public School Dropout Recovery (Sen. A. Osmond) (Rep. F. Gibson)
Sen. Osmond explained the bill to the committee.
MOTION: Rep. Last moved to replace 2nd Sub. S.B. 116 with 3rd Sub. S.B. 116. The motion passed with Rep. Fawson, Rep. Gibson, and Rep. Lifferth voting against the motion.

S.B. 37 was not considered.
MOTION: Rep. Fawson moved to adjourn. The motion passed unanimously. Chair Last adjourned the meeting at 6:10 p.m.
