Vice Chair Daw called the meeting to order at 2:10 p.m.

MOTION:     Rep. Perry moved to approve the minutes of the January 30, 2015, meeting. The motion passed unanimously with Rep. Arent, and Rep. Chavez-Houck absent for the vote.

H.B. 117         Public Meeting Notice Requirements (Rep. J. Stanard)

Rep. Stanard explained the bill.

Spoke to the bill:        LeGrand Bitter, Utah Association of Special Districts

MOTION:     Rep. Perry moved to pass the bill out favorably. The motion passed unanimously.

H.B. 123         Tuition and Fees Assistance for Utah National Guard Members (Rep. V. Peterson)

Rep. Petersen explained the bill with the assistance of Aaron Drake, Utah Air National Guard, Michael Norton, Utah National Guard, and Spencer Jenkins, Utah Systems of Higher Education.

MOTION:     Rep. Petersen moved to amend the bill as follows:

1.    Page 2, Lines 30 through 33:   

30   (1) (a) As used in this section, "fees" means {  charges  }  

       general course fees  , in addition to tuition, that are:

31    {  (a)  }  (i)  imposed by an institution of higher education; and

32    {  (b)  }  (ii)  required to be paid by a student to {  enroll in the institution of higher education or  }

33engage in a course of study at the institution of higher education.

       (b) "Fees" does not include a special course fee. 

The motion passed unanimously.

MOTION:     Rep. Arent moved to pass the bill out favorably. The motion passed unanimously.

H.B. 166         Election Revisions (Rep. R. Spendlove)

Rep. Spendlove explained the bill with the assistance of Wanda Amann, citizen.

MOTION:     Rep. Petersen moved to replace H.B. 166 with 1st Substitute H.B. 166. The motion passed with Rep. Cox voting in opposition.

MOTION:     Rep. Perry moved to pass 1st Sub. H.B. 166 out favorably.

SUBSTITUTE MOTION:   Rep. Cox moved to hold the bill. The motion failed with Rep. Arent, Rep. Chavez-Houck, and Rep. Cox voting in favor of the motion.

Rep. Perry's original motion passed with Rep. Arent, Rep. Chavez-Houck, and Rep. Cox voting in opposition.

H.B. 155         Revisor's - Technical Corrections (Rep. J. Dunnigan)

Rep. Dunnigan explained the bill.

MOTION:     Rep. Sanpei moved to pass the bill out favorably. The motion passed unanimously with Rep. Arent absent for the vote.

MOTION:     Rep. Draxler moved to place H.B. 155 on the consent calendar. The motion passed unanimously with Rep. Arent absent for the vote.

MOTION:     Rep. Draxler moved to adjourn the meeting. The motion passed unanimously.

Vice Chair Daw adjourned the meeting at 3:18.
