Vice Chair Daw called the meeting to order at 4:20 p.m.
MOTION: Rep. Grover moved to approve the minutes of the February 11, 2015 and February 17, 2015 meetings. The motion passed unanimously with Rep. Draxler, Rep. Nelson, and Rep. Peterson absent for the vote.
H.B. 72 Ballot Publishing Amendments (Rep. J. Knotwell)
Rep. Knotwell explained the bill.
MOTION: Rep. Grover moved to replace H.B. 72 with 1st Sub. H.B. 72. The motion passed unanimously with Rep. Draxler, Rep. Nelson, and Rep. Peterson absent for the vote.
MOTION: Rep. Arent moved to pass the bill out favorably. The motion passed unanimously with Rep. Draxler, Rep. Nelson, and Rep. Peterson absent for the vote.
MOTION: Rep. Grover moved to place H.B. 72 on the Consent Calendar. The motion passed unanimously with Rep. Draxler, Rep. Nelson, and Rep. Peterson absent for the vote.

H.B. 239 Human Resource Management Market Research Amendments (Rep. E. Hutchings)

MOTION: Rep. Peterson moved to amend the bill as follows:

233 (ii) legislatively approved salary adjustments within approved salary ranges, including
234a merit increase , subject to Subsection (4)(f), or general increase; and
235 (iii) structure adjustments that modify salary ranges, including a cost of living

(f) A merit increase shall be granted on a uniform and consistent basis to each employee who receives a rating of "successful" or higher in an annual evaluation of the employee's productivity and performance.
237 (5) (a) By October 31 of each year, the executive director shall submit an annual
