Chair McIff called the meeting to order at 4:25 p.m.
MOTION: Rep. Brown moved to approve the corrected minutes of the February 5, 2015 meeting. The motion passed unanimously with Vice Chair Spendlove, Rep. Kennedy and Rep. Ray absent for the vote.
H.B. 148 State Employee Health Clinic (Rep. S. Barlow)
Rep. Barlow explained the bill to the committee.
Rep. Thurston stated a conflict of interest.

MOTION: Rep. Thurston moved to replace H.B. 148 with 1st Substitute H.B. 148, "State Employee Health Clinic." The motion passed unanimously with Vice Chair Spendlove, Rep. Kennedy and Rep. Ray absent for the vote.
MOTION: Rep. Barlow moved to amend the bill as follows:
1. Page 2, Line 37:
37 (ii) managed by a physician licensed in this state under Title 58, Chapter 67, Utah Medical Practice Act or Chapter 68, Utah Osteopathic Medical Practice Act ; or
The motion passed unanimously.
MOTION: Rep. Barlow moved to further amend the bill as follows:
1. Page 2, Line 48:
48 (iii) management of the clinic by a physician licensed in the state under Title 58, Chapter 67, Utah Medical Practice Act or Chapter 68, Utah Osteopathic Medical Practice Act .
The motion passed unanimously.
MOTION: Rep. Barlow moved to pass 1st Substitute H.B. 148 out favorably as amended. The motion passed unanimously.
H.B. 272 Forensic Mental Health Coordinating Council Amendments (Rep. N. Thurston)
Rep. Thurston explained the bill to the committee.
MOTION: Rep. Chavez-Houck moved to replace H.B. 272 with 2nd Substitute H.B. 272, "Forensic Mental Health Coordinating Council Amendments." The motion passed unanimously with Rep. Ray absent for the vote.
MOTION: Rep. Brown moved to pass the bill out favorably as substituted. The motion passed unanimously with Rep. Ray absent for the vote.
H.B. 301 Pesticide Application Notification Amendments (Rep. Brian S. King)
Rep. King explained H.B. 301 to the committee.

MOTION: Rep. Chavez-Houck moved to amend 1st Substitute H.B. 301 as follows:
1. Page 3, Lines 66 through 67:
66 (b) { an } a public entity other than the school or LEA, including a mosquito abatement district, is requiring
67the pesticide product application; or
The motion passed unanimously with Rep. Kennedy and Rep. Ray absent for the vote.
MOTION: Rep. Ward moved to pass the bill out favorably as substituted and amended. The motion passed with Rep. Barlow, Rep. Brown, and Rep. Thurston voting in opposition and Rep. Kennedy and Rep. Ray absent for the vote.
